Check all facilities with high risk of fire and explosion in Hanoi

The Hanoi People's Committee has just had a plan to overcome limitations and shortcomings in fire prevention, fighting, and rescue work in the city.

The plan aims to identify the responsibilities of collectives and individuals for the limitations and shortcomings in fire prevention, fire fighting, rescue and relief work. On that basis, seriously draw lessons from the leadership, direction and organization of the implementation of this task; at the same time, review and clarify the responsibilities of collectives and individuals in the slow implementation and implementation of tasks assigned by the city regarding fire prevention, fire fighting, rescue and relief work.

Accordingly, units and localities self-check and review the implementation of directive documents on fire prevention, fire fighting and rescue work according to the assigned areas of responsibility and management. Complete the review, guidance and urging 100% of multi-storey houses, multi-apartment houses, houses combined with production and business with high risk of fire and explosion to correct existing violations.

In addition, complete the remediation and handling of 100% of facilities that do not meet fire prevention and fighting requirements and were put into use before the 2001 Law on Fire Prevention and Fighting took effect; 100% of works that have not been accepted for fire prevention and fighting and have been put into operation must be completely handled according to regulations.

Units focus on reviewing and overcoming existing problems and obstacles in traffic conditions serving fire fighting, water sources serving fire fighting; ensuring that ponds and lakes in the area are built with wharves and water collection pits serving fire fighting.

At the same time, review, plan residential areas, urban planning, make a list, classify houses in areas that do not ensure traffic infrastructure or water sources for fire fighting according to the provisions of law, technical standards in fire prevention and fighting activities to equip fire alarm transmission equipment connected to the database system on fire prevention, fighting, rescue, and fire alarm transmission in accordance with the provisions of law.

The City People's Committee requests units to organize propaganda and dissemination of laws, knowledge and skills on fire prevention, fire fighting and rescue to raise people's awareness of this content...

“Units and localities need to identify directions, tasks, and solutions to overcome limitations and shortcomings in order to improve the quality and effectiveness of leadership, direction, and organization of implementation of legal regulations on fire prevention, fire fighting, and rescue in the coming time. In particular, clearly assign responsibilities in this work at the locality and unit; specify the responsibilities of each level, each sector, and each individual in state management of fire prevention, fire fighting, and rescue to have measures to review and strictly handle if a fire occurs and causes serious damage in the area,” the plan clearly stated.
