Review and update passenger transport routes after administrative unit arrangement

The Department of Roads requires reviewing and updating information on passenger transport routes after merging provinces and cities.

According to the Vietnam Road Administration, implementing the National Assembly 's Resolution on the arrangement and reorganization of administrative units at all levels and the establishment of a two-level local government model, from July 1, the country will have 34 provinces and centrally-run cities remaining. This will lead to changes in information on province codes, bus station codes and the number of fixed intra-provincial and inter-provincial passenger transport routes.

In order to serve the State management work, ensure synchronization, consistency and accuracy of data on the online public service system, the Vietnam Road Administration requests the Departments of Construction to review, compare and update information on inter-provincial passenger transport routes, including the code of the province/city of departure, destination and bus station code according to the new code, according to the attached instruction form.

Review, compare and update information on intra-provincial passenger transport routes. In addition to the routes currently managed by localities, it is necessary to add inter-provincial routes (previously on the list issued by the Ministry of Transport and the Vietnam Road Administration) which have now become intra-provincial routes due to the merger of administrative units.

The review and update must be based on Circular No. 36/2024/TT-BGTVT of the Ministry of Transport (now the Ministry of Construction ) regulating the criteria for establishing route codes; Decision No. 19/2025/QD-TTg of the Prime Minister on promulgating the list and codes of administrative units in Vietnam; Decisions promulgating and adjusting the detailed list of fixed inter-provincial passenger transport route networks until 2025, with a vision to 2030, issued by the Ministry of Transport (now the Ministry of Construction) and the Vietnam Road Administration.

In addition, the Department of Construction needs to provide a list of bus stations after the merger according to the form.
