Mr. Nguyen Hong Son, Head of the Department of Agriculture and Environment of Quynh Nhai district, said: Since the beginning of the year, there have been large storms and whirlwinds in the district; typically, two heavy rains, accompanied by whirlwinds in late April and early May, blew off the roofs of more than 50 houses in Muong Gion, Chieng On communes and Muong Giang town.
Since the beginning of the year, the department has advised the district to strengthen the district's Steering Committee for Disaster Prevention and Control, commune-level teams, and establish a 24/7 Disaster Prevention and Control Team from March 15 to October 15. At the same time, it has developed and implemented proactive plans to respond to storms and floods, continuously updated directives from higher levels, and weather developments to promptly disseminate and warn the people.
Quynh Nhai focuses on consolidating forces, reviewing and supplementing rescue vehicles and equipment for the PCTT&TKCN Command Committee and organizing training on use, equipping knowledge, skills and experience in handling natural disaster situations. Communes and towns proactively implement the motto "four on-site" (on-site command; on-site forces; on-site materials and vehicles; on-site logistics) and "3 ready" (proactive prevention, timely response, urgent and effective recovery). Organize 24/7 on-duty to monitor, inform, warn and promptly advise on measures to prevent, respond to and overcome the consequences of natural disasters occurring in the area.
Mr. Luong Van Bua, Chairman of the People's Committee of Muong Giang town, Quynh Nhai district, informed: In early May, in Phieng Ban sub-region, there was a heavy storm, causing rocks to roll into houses, injuring 3 people; 21 houses had their roofs blown off. Immediately after grasping the situation, the town urgently mobilized nearly 100 local forces to support people in evacuating people and property to a safe place, overcoming and repairing damaged houses, helping people quickly stabilize their lives and production.
Through screening, Quynh Nhai district has identified vulnerable points in the flood season, such as the risk of tornadoes in Chieng Khay and Muong Gion communes; the risk of landslides and rockslides in the communes of Nam Et, Muong Sai, Chieng On, and Chieng Bang reservoirs... The district's Steering Committee for Disaster Prevention and Search and Rescue has stepped up propaganda in localities, posted warning signs at vulnerable points at risk of flash floods and landslides. At the same time, it has strengthened inspections; reviewed irrigation works, mobilized people to dredge and clear the flow, ensuring rapid flood drainage; trimmed and cut down branches and trees with worms and rotten leaves that are at risk of falling and becoming unsafe before the storm season on residential roads, national highways, and power lines.
Mr. La Van Thuong, Chairman of Nam Et Commune People's Committee, informed: In 2024, the commune had to move more than 10 households out of the landslide area to safe resettlement areas. Currently, there are more than 10 households in Hao and Do villages in areas at high risk of landslides. The commune has stepped up propaganda, warned people to be vigilant, and proactively developed plans to prevent damage. At the same time, it has researched and proposed to the authorities a plan to move households in areas at risk of landslides to new, safe places.
With the drastic participation of all levels, the active participation of specialized departments and especially the proactive awareness of the community, Quynh Nhai is gradually building a solid posture, proactively and effectively responding to the unpredictable developments of natural disasters. Before the rainy season, people need to increase vigilance, proactively monitor weather information, strictly implement regulations on natural disaster prevention, to ensure the safety of property and life of themselves and their families.
