On behalf of the Politburo and the Secretariat, Comrade Tran Cam Tu, Politburo member and Standing member of the Secretariat, signed and issued Regulation 301-QD/TW in 2025 stipulating the functions, tasks, and organizational structure of the Vietnam Fatherland Front Committee (VFF) at the provincial and communal levels.
The organization of the apparatus of the Vietnam Fatherland Front Committee at the provincial and communal levels shall comply with the Party's regulations, the State's laws, the charter of the Vietnam Fatherland Front and socio-political organizations, ensuring streamlined, clear functions and tasks, no overlap, duplication, smooth operation, efficiency, effectiveness and efficiency.
The Standing Committee of the provincial and communal Party Committees decides to establish the Provincial and communal Fatherland Front Committees in accordance with the characteristics, situation and political tasks of each locality according to the following principles:
Ensure the leadership of the Party Committee; effectively organize the implementation of the functions and tasks of the Vietnam Fatherland Front and socio-political organizations operating according to the Charter of each organization and relevant regulations of the Party and State, have their own seals and accounts, ensure the principle that socio-political organizations operate under the Vietnam Fatherland Front, while promoting the effectiveness, proactiveness and creativity of each organization (relative independence); ensure close adherence to the grassroots, manage union members and organize patriotic emulation movements among the people.
Advisory and support units with less than 10 people are assigned a head and 1 deputy head; those with 10 or more people are assigned no more than 2 deputy heads. In the immediate future, due to the arrangement and consolidation, the number of deputy heads of the departments will remain the same as at present (including the number of deputy heads of the existing departments of the Vietnam Fatherland Front Committee and provincial socio-political organizations before the arrangement and consolidation), and after a maximum of 5 years of implementation, the number of deputy heads of the departments will be in accordance with regulations.
The arrangement and assignment of leadership, management, head and deputy head positions of specialized departments and units of the advisory and assisting agencies of the Provincial Fatherland Front Committee shall be carried out according to the decentralization of cadre management. Arrange a number of current vice chairmen of the Fatherland Front and deputy heads of provincial-level socio-political organizations to concurrently be heads of departments and units of the advisory and assisting agencies of the Provincial Fatherland Front Committee. In the immediate future, the number of deputy heads of existing departments and units may be kept unchanged, after 5 years of implementation according to regulations.
Arrange for cadres, civil servants, and public employees at the commune level and non-professional activists in villages and residential groups to concurrently hold the position of deputy head of socio-political organizations at the commune, ward, and special zone levels. When the congress of each organization is held, it shall be carried out according to the instructions of the competent authority.
The number of deputy leaders of the Vietnam Fatherland Front Committee at the provincial and communal levels shall be considered and decided by the Standing Committee of the Party Committee at the same level in accordance with local realities.
The staffing of the Vietnam Fatherland Front Committee at the provincial and communal levels shall be considered and decided by the competent authority based on the functions, tasks and structure of cadres, civil servants and public employees in accordance with the approved standards of job titles and positions.
For the Vietnam Fatherland Front Committee at the provincial level, in the immediate future, use the existing number of civil servants, public employees, and workers and implement staff streamlining in conjunction with restructuring and improving the quality of the team according to the roadmap, ensuring that within 5 years, the number of staff basically complies with the regulations of competent authorities.
Staffing of the Vietnam Fatherland Front Committee at the commune level: Orientation of about 8 - 10 staffing levels, including: Chairman, Vice Chairman, and supporting civil servants. In the immediate future, it is possible to arrange more staffing levels (including cadres and civil servants of the Party, government, Fatherland Front, and existing district and commune organizations, and possibly some provincial-level cadres and civil servants); after completing the job positions, after a maximum of 5 years, it must be implemented in accordance with the regulations of the competent authority.
In the process of performing its tasks, the Vietnam Fatherland Front Committees at provincial and communal levels are allowed to use teams of volunteers, collaborators, and voluntary consultants.
The Vietnam Fatherland Front Committee at the provincial level is established by the Standing Committee of the Provincial Party Committee or City Party Committee. Its function is to advise and assist the Vietnam Fatherland Front Committee and socio-political organizations at the same level; to advise and assist the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level in managing and guiding the activities of socio-political organizations, mass organizations and other member organizations of the Vietnam Fatherland Front in implementing the regulations of the Party, the State, the Charter of the Vietnam Fatherland Front and the charters of the organizations; at the same time, it is a specialized and professional agency for the work of the Front and the work of mass organizations and associations.
The Vietnam Fatherland Front Committee at the commune level is established by the decision of the Standing Committee of the commune-level Party Committee with the function of advising and assisting the Committee, the Standing Committee of the Vietnam Fatherland Front at the commune level and socio-political organizations at the commune level in implementing the provisions of law, the Charter of the Vietnam Fatherland Front, the charters of socio-political organizations and relevant regulations of the Party and State (with its own seal and account).
The Standing Committee of the Vietnam Fatherland Front Committee at the provincial level has 7-9 members, including: Chairman, permanent Vice Chairman, Vice Chairmen who are also heads of socio-political organizations. The Vice Chairmen are in charge of monitoring and directing by field, area, and the work of gathering social classes and strata.
In the immediate future, due to the arrangement and consolidation, the number of full-time deputy positions of the Vietnam Fatherland Front Committee at the provincial level will remain the same; after 5 years, the number of deputy positions will be implemented according to regulations.
The Chairman of the Vietnam Fatherland Front Committee at the provincial level is the head of the agency (in case the Deputy Secretary of the Provincial Party Committee is also the Chairman of the Vietnam Fatherland Front, the Standing Committee member who is the Permanent Vice Chairman is the head of the agency); the Vice Chairman of the Vietnam Fatherland Front Committee at the provincial level and the Vice Chairmen who are also heads of socio-political organizations at the provincial level are deputy heads of the agency.
The Vietnam Fatherland Front Committee at the provincial level has 9-10 advisory and support departments and units, including: Office; Organization and Inspection Department; Democracy, Supervision and Social Criticism Department; Trade Union Work Department; Farmers' Work Department; Youth and Children's Work Department; Women's Work Department; Veterans' Work Department.
Based on practical conditions, the Standing Committee of the Provincial Party Committee and the City Party Committee shall decide to establish 1-2 special committees suitable to the characteristics and situation of the locality, such as: Industrial Park Trade Union Committee; Ethnic and Religious Committee; Mass Association Committee or Propaganda and Social Work Committee.
For public service units, the establishment, dissolution and determination of the number of civil servants in public service units under the provincial-level Vietnam Fatherland Front Committee shall be coordinated by the provincial-level Vietnam Fatherland Front Party Committee with the Provincial Party Committee's Organization Board, City Party Committee and the Provincial People's Committee's Party Committee to submit to the Standing Committee of the Provincial Party Committee and City Party Committee for decision, ensuring the principles of streamlining, effectiveness, efficiency and financial autonomy according to Resolution No. 19-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee on continuing to innovate the organizational and management system to improve the quality and efficiency of operations of public service units.
The Standing Committee of the Vietnam Fatherland Front Committee at the commune level includes: Chairman, permanent vice chairman, vice chairmen who are also heads of socio-political organizations. The agency of the Vietnam Fatherland Front Committee at the commune level includes: Chairman, vice chairmen, and supporting civil servants. The Chairman of the Vietnam Fatherland Front Committee at the commune level is the head of the agency, the Standing Vice Chairman is the deputy head of the agency.
The Vietnam Fatherland Front Committee at the commune level has 4-5 Vice Chairmen who are also heads of socio-political organizations (youth union, women's union, veterans' union, trade union, farmers' union (if any), of which 1 comrade is selected and assigned as the Standing Vice Chairmen. During the Congress, the number of Vice Chairmen shall follow the instructions of the competent authority.
The organizational model of the Vietnam Fatherland Front Committee in the special zone is considered and decided by the Standing Committee of the Provincial Party Committee and the City Party Committee.
