Resolutely handle cases of online business tax evasion

In the context of business on e-commerce platforms and social networks developing strongly, Hanoi City Tax has stepped up propaganda and supported businesses, households and individuals to comply with tax laws; at the same time, resolutely handling cases of intentional tax evasion.

Tax fraud is getting more and more sophisticated.

E-commerce business has become an inevitable trend, promoting economic growth and completely changing traditional business methods. E-commerce platforms and social networks such as Facebook, TikTok, YouTube... have become vibrant business environments for millions of individuals and organizations, including many famous and influential people on social networks.

E-commerce businesses are increasingly diverse with new forms. Along with that, tax law violations are also increasingly sophisticated and difficult to identify.

Hanoi City Tax Department leaders said that tax evaders often use different accounts, split revenue, use multiple accounting systems, and operate unclearly between business models and business households and individual businesses with the aim of concealing revenue, evading taxes, and causing losses to the state budget. These are significant challenges in current tax management.

Faced with these challenges, the tax authority has proactively and synchronously deployed many propaganda solutions to inform people, business households and individual businesses about tax policies; at the same time, it has warned about violations, legal consequences and introduced business models that comply with the law, thereby gradually forming a sense of self-awareness and transparency in tax declaration of the business community on digital platforms.

Along with that, Hanoi City Tax promotes the application of digital technology and artificial intelligence to analyze large data warehouses collected from e-commerce platforms, banks, and social networks, thereby helping to identify cases of revenue arising from e-commerce business activities to propagate and guide the implementation of tax obligations according to regulations.

Through propaganda and guidance, many business households and business individuals who are famous people and influential online sellers have proactively declared, remedied and paid taxes to the state budget with a total amount of over 40 billion VND. In the first 6 months of 2025, revenue from business households and business individuals paying taxes through the E-commerce Portal (portal 888) reached 1,020 billion VND, accounting for 55% of the total payment nationwide.

This positive result comes from the synchronous coordination between tax authorities at all levels and the change in taxpayers' awareness of their obligations and rights. People have gradually become more aware of their responsibilities, obligations, and legal consequences of not performing or intentionally evading taxes.

Transfer the file to the police agency for investigation and handling.

In addition to providing guidance and propaganda to fully implement tax obligations, Hanoi City Tax also resolutely handles cases where, despite being aware of the violation, they still intentionally evade taxes. This is clearly demonstrated by the fact that, in the past, Hanoi City Tax has transferred files to the police investigation agency to handle a number of cases.

Notably, Do Manh Cuong registered and used many sales accounts on e-commerce platforms (Shopee, Tiki, Lazada...) to sell phones and accessories; generated hundreds of billions of VND in revenue but did not declare and pay taxes according to regulations, evaded a large amount of tax (2.5 billion VND), causing losses to the state budget.

In addition, in June and July 2025, Hanoi City Tax cooperated with Hanoi City Police to detect and handle 3 cases related to 3 individuals with tax evasion behavior.

Specifically, the case of TikToker Vu Nam Phuong (Vu Hong Phuc - Cun Bong) and the US Pharmaceutical Joint Stock Company, despite having large revenue from both online and in-store business, deliberately did not issue invoices or fully declare taxes, causing a loss to the budget of more than 10 billion VND.

MI Hanoi Company Limited, with Doan Manh Hoa as Sales Director on e-commerce platforms, did not declare nearly 33 billion VND, concealing it through personal accounts.

The case of Nguyen Thi Thu Huong (Hycloset) doing business, selling clothes, shoes, handbags, accessories of famous brands through the social network Facebook, generating exceptionally large revenue (nearly 1,000 billion VND from 2020 to present), but not declaring and paying taxes according to regulations. The location of the livestream business selling goods is in an apartment building, so it is very difficult to detect, the concealment method is sophisticated.

The above cases are being further investigated by the police. These are warning bells for the business community on e-commerce platforms, including individuals who are famous, have great influence on the public, as well as impact on consumer behavior.

Hanoi City Tax Department leaders believe that doing business on digital platforms must go hand in hand with tax responsibilities. Regardless of whether it is an organization, business or individual, whether famous and influential, large or small in scale, everyone must comply with the law.

Intentional tax evasion will have serious legal consequences for the violating organizations and individuals, directly affecting the business environment and causing damage to the state budget. Tax management is only truly effective when there is cooperation and good compliance awareness from the business community, business households and business individuals.

Tax authorities always accompany, support and guide people, organizations, businesses and individuals to understand correctly, do correctly and enjoy full legal rights.
