The order and procedures for establishing, appraising and approving the Provincial Planning include 5 steps: The Provincial People's Committee submits the policy to the Prime Minister for approval; selects consultants; establishes, appraises and approves tasks; allocates funds, selects consultants; establishes, appraises and approves the planning. The expected time is from September 2025 to early September 2026.
The order and procedures for preparing, appraising and approving the Bac Ninh Urban Master Plan to 2050, with a vision to 2075, also include 5 steps similar to the Provincial Master Plan. The scope includes the entire natural area of Bac Ninh province, which is 4,718.6 km², with a budget of about 47 billion VND from public investment capital or regular capital from the state budget; receiving funding in the form of funding or planning products. The expected implementation period is from September 2025 to mid-February 2026.
The Department of Construction recommends that the Provincial People's Committee direct departments and branches to closely coordinate with units during the implementation process; report to the Provincial Party Committee and the Provincial People's Council to organize conferences and thematic meetings according to the set schedule. Allow units to implement the planning in parallel with the process of organizing to collect opinions from the community. Establish a Steering Committee, Working Groups, and arrange funding for implementation.

Discussing at the conference, comrade Pham Van Thinh raised a number of issues for departments, branches, foreign consulting units, and sponsors. He requested the Department of Construction to select a reputable domestic consulting unit in combination with consultants to ensure efficiency.
He agreed with the idea of promoting Bac Ninh's potential and strengths in electronics and semiconductor industries; promoting and preserving cultural values and historical relics; developing high-tech agriculture ...
At the same time, it is suggested that currently, each locality and country that wants to develop needs to have a fast moving speed, so the consulting unit needs to calculate the time to build urban railways, develop the inner-city expressway system... Require the consulting unit to establish a team of experts to discuss with the province to unify the proposed strategic goals.

In his concluding remarks, Comrade Vuong Quoc Tuan highly appreciated the sense of responsibility of the departments, branches and consulting units in implementing the preparation work for the establishment of the Provincial Planning and the General Urban Planning. He said that the Planning of the two provinces of Bac Ninh and Bac Giang had previously been clearly shown in the political report submitted to the Provincial Party Congress for the 2025-2030 term, especially receiving many enthusiastic comments from the Politburo and ministries and branches on the policy of striving to become a centrally-run city.
The Chairman of the Provincial People's Committee emphasized that both of these plans must define a strategic vision, creating a breakthrough in socio-economic development. Combining short-term, medium-term and long-term visions, positioning Bac Ninh as one of the leading localities in the prosperous development of the whole country.
To achieve that, he requested that sectors and units must closely follow the development orientation of the province in line with the country's development goals. At the same time, objective and comprehensive research is needed to soon complete these two planning projects with a world-class mark, demonstrating a clear development strategy and long-term vision, creating a breakthrough in development space, maximizing strategic transport infrastructure and preserving cultural identity.

Regarding the implementation method, the Chairman of the Provincial People's Committee agreed to accept the completed planning sponsorship product from the sponsoring unit in accordance with the provisions of law. The Department of Finance is assigned to preside over the implementation of the Provincial Planning; the Department of Construction is assigned to preside over the adjustment of the Bac Ninh Urban Master Plan. The two departments closely coordinate, advise on the establishment of a Steering Committee; establish a Working Group, and develop a plan to implement the tasks.
The Chairman of the Provincial People's Committee assigned the Department of Construction to coordinate with the Department of Home Affairs to urgently review the criteria to become a centrally-run city on the basis of consulting and absorbing maximum opinions from state management agencies, ministries and branches.
He requested the consulting unit and research sponsor to create quality planning products that are objective, have unique thinking, long-term vision and high feasibility, worthy of the position and role of Bac Ninh province in the development of the whole country.
