Immediately after the online meeting tonight, August 24, with Prime Minister Pham Minh Chinh, Quang Tri province held an online meeting with 78 communes, wards, and special zones to urgently deploy measures to respond to storm No. 5. In which, the province directed localities and functional forces to urgently evacuate hundreds of households in vulnerable areas. Quang Tri province is expected to evacuate more than 67,000 households with more than 245,000 people, mainly in coastal areas, vulnerable areas, places prone to landslides, flash floods, and isolation.

Quang Tri province established 2 command posts in the northern area of Quang Tri province (former Quang Binh province) and the southern area of Quang Tri province (former Quang Tri province). The leaders of the Quang Tri Provincial People's Committee directly commanded key areas, locations, and vulnerable coastal, estuary, and mountainous areas. The military force was organized to establish 5 defense areas at vulnerable locations to perform command and coordination tasks, as well as to support logistics, forces, and means in emergency situations, ensuring flexible and timely response capabilities.

Quang Tri Provincial Party Secretary Le Ngoc Quang requested communes and special zones to resolutely evacuate households in dangerous areas to safe places, prioritizing the elderly, children, women and students. Quang Tri Provincial Party Secretary also requested the entire political system to uphold the spirit of responsibility, discipline and order; absolutely not to be subjective or negligent. Heads of all levels and sectors must be directly responsible to the Provincial Party Standing Committee if major damage occurs due to negligence and lack of responsibility in storm prevention and control work.

On the afternoon and evening of August 24, local units in Quang Tri evacuated hundreds of households in vulnerable areas to prepare for the danger of storm No. 5 making landfall. The commander of Ca Xeng Border Guard Station said that the unit set up 3 working groups, used personal vehicles to coordinate with local authorities to propagate, mobilize, and help the Ruc people prevent and fight storm No. 5, and evacuated households to the On village cultural house, Kim Phu commune. Lang Ho Border Guard Station brought 13 households, 37 people in Mit Cat village, Kim Ngan commune, who were at risk of flooding to the headquarters of the 79th National Defense Economic Group to ensure safety. The province also evacuated nearly 1,000 workers in construction camps of key projects in the area. During the night, the Commune Police and Border Guard forces on the two border lines coordinated with local authorities to evacuate people in unsafe areas before the storm affected the province.

Along with the evacuation, Quang Tri province has prepared more than 79,000 boxes of instant noodles, 12,900 boxes of dry food, 500 tons of rice and thousands of bottled water, food, and other medicines to serve people in the prevention of storm No. 5. Currently, Quang Tri has 8,708 vehicles/24,102 workers anchored at the port. According to the level 4 plan, the whole province plans to evacuate more than 67,250 households with over 245,600 people, and people are ready to move when ordered and when the storm develops.
Major General Nguyen Thanh Liem - Director of Quang Tri Provincial Police said that currently on National Highway 1A, there are 2 bridges under construction, Quan Hau Bridge and Gianh Bridge, at these 2 locations, there are 2 large cranes, located near the sea gate. Quang Tri Provincial Police have sent forces to work directly with the contractor to come up with response measures. When the wind is strong due to the impact of the storm, these cranes are very dangerous if they fall down. In necessary and dangerous cases, Quang Tri Provincial Police will implement road closures at these locations to ensure safety.

In mountainous and border communes, through monitoring the situation, the local police discovered that many people who went into the forest have not returned home and have not been contacted. The local police are trying to contact the people who went into the forest to persuade them to return home. At this time, localities need to activate the local public address system to warn people not to go out on the streets during the storm, except for those on duty.
Major General Nguyen Thanh Liem suggested that “commune leaders need to pay attention to informing and calling on people who are working in the forest, on the fields, and on aquaculture huts to return to shore, especially from 7am (August 25) until the storm ends. There are cases where people need to be forced to return, otherwise their lives will be in great danger.”

Quang Tri Provincial Party Secretary Le Ngoc Quang requested: Departments, branches, and localities to organize 24/7 duty and command; ensure smooth and timely information and communication systems; mobilize sufficient forces and means for rescue work, maintain security and order when required; prepare adequate medicines, equipment, emergency plans and take care of people's health; ensure environmental sanitation, prevent epidemics; inspect and ensure traffic safety, promptly handle incidents; protect infrastructure works, especially bridges, culverts, and arterial roads.

Proactively plan for students to stay home from school when necessary to ensure absolute safety; increase early, timely, accurate and regular warnings on media and grassroots loudspeaker systems so that people can proactively prevent; prepare enough food, clean water, necessities, essential relief goods, ensure timely support for people in affected areas, absolutely do not let people lack food, water or medical aid.

The Standing Committee of the Party Committee of the commune, ward, and special zone, especially the secretaries of the grassroots Party Committees, directly leads and directs the implementation of plans to prevent storms, heavy rains, flash floods, landslides, and inundation according to the "four on-site" motto; Review and prepare plans to evacuate people in vulnerable and high-risk areas to safe places; absolutely do not be surprised or passive.
The leaders of local Party committees and authorities must directly stay close to the area and work with the people to prevent storms. Party committees and localities, during the time the storm makes landfall until it is safe, require people to stay off the streets, especially at boat mooring areas, construction sites, makeshift camps, and areas at risk of landslides, and resolutely evacuate people from dangerous areas to safety.
