
Help people work abroad
According to Decree 61 dated July 9, 2015 of the Government regulating policies to support job creation and the national employment fund, cases eligible for loans to work abroad include workers from poor and near-poor households, ethnic minorities, households whose agricultural land has been recovered, workers who are relatives of people with revolutionary contributions...
The maximum loan amount for these cases is equal to 100% of the cost of working abroad according to the contract signed between the employee and the enterprise sending the employee to work abroad; the interest rate is 6.6%/year.
The preferential loan program for overseas labor of the Vietnam Bank for Social Policies (VBSP) Quang Nam branch has been helping many people in the province to escape poverty.
Mrs. Bui Thi Thuy's household (An Tran village, Binh Hai commune, Thang Binh) borrowed 96 million VND from the Transaction Office of the Social Policy Bank of Thang Binh district so that her son, Phung Chien Quy, could go to work in the auto mechanic industry for a company in Japan.
Ms. Thuy said that her son intended to work abroad, so he studied auto mechanics and had access to preferential loans from the policy bank to work in Japan. “My son regularly sends money home every month. Not only does he have an income, he also accumulates skills and professional experience while working in a professional environment like Japan,” Ms. Thuy said.
According to statistics from the Transaction Office of the Social Policy Bank of Thang Binh District, since the beginning of the year, the unit has disbursed loans for overseas labor with a loan turnover of nearly 1.4 billion VND to 18 customers. Thereby, raising the total outstanding loan balance in this field to nearly 4 billion VND with 75 customers still having outstanding loans.
In the mountainous district of Nam Tra My, the loan turnover of this program from the beginning of the year until now has reached more than 2 billion VND with 67 customers, thereby raising the total outstanding debt of the program to more than 27.7 billion VND with 92 customers still in debt.
Mr. Nguyen Van Hien - Director of the Transaction Office of the Bank for Social Policies in Nam Tra My District said that lending to work abroad can be a short-cut way to help people increase their income and reduce poverty sustainably. In fact, lending in this field has been effective in recent times, contributing to the socio -economic development of the area.
Continue to coordinate implementation
According to Mr. Huynh Van Ho - Deputy Head of Planning and Credit Operations Department (Social Policy Bank, Quang Nam branch), by May 31, the entire branch's lending for overseas laborers reached a turnover of approximately 10 billion VND with 174 workers accessing.
Up to now, the outstanding loans in this field of the Bank for Social Policies, Quang Nam branch, have reached nearly 26.2 billion VND with 533 customers still having outstanding loans. The cases of workers borrowing capital mainly go to work in Taiwan, China, Korea, Japan, etc.
Through inspection, all cases of borrowing capital to work abroad have stable jobs and incomes; customers who borrow capital all pay interest and a part of the principal on time.
Mr. Hoang Thanh Lan - Deputy Director of the Bank for Social Policies, Quang Nam branch, said that the unit closely coordinates with the functional departments of the province, local Party committees, authorities, associations and unions to accelerate the propaganda work on preferential loans for overseas labor. At the same time, disseminate information about the foreign labor market so that people can make appropriate choices.
In particular, the Social Policy Bank, Quang Nam branch, directed the district-level Social Policy Bank transaction offices to facilitate procedures and documents to promptly disburse loans to workers working abroad under contracts.
The bank assigns staff to strictly review and appraise the files of customers who need loans to work abroad. Files that meet the regulations will be disbursed immediately.
Mr. Le Hung Lam - Director of the Bank for Social Policies, Quang Nam branch, said that by promptly implementing the loan program for overseas labor, the unit expects this to be an important capital channel, contributing to solving employment for workers. At the same time, promoting socio-economic development in the area, especially in mountainous areas with many ethnic minority workers.
"We continue to advise local Party committees and authorities and coordinate with departments, branches, associations and organizations to focus on effectively implementing and practically spreading the loan program for overseas labor," said Mr. Lam.
