The trial hall of the People's Court of Region 13 is small and does not have a separate trial room as required.
According to Resolution No. 81/UBTVQH15 dated June 27, 2025 of the National Assembly Standing Committee, the People's Court of Region 13 under the Provincial People's Court was established on the basis of inheriting the rights, obligations and responsibilities of the People's Courts of the districts: Muong Lat, Quan Hoa (old). After coming into operation, the unit's headquarters will be located in Muong Lat commune.
According to Judge Pham Van Hung, Chief Justice of the People's Court of Region 13, after the organization was reorganized, the unit promptly prepared the necessary conditions, quickly put into operation with a serious spirit, without interruption or stagnation of work. In particular, the unit focused on doing a good job of political and ideological work, motivating civil servants and employees to overcome difficulties, feel secure in their work, especially those working far from home. Actively coordinated with the prosecution agencies in assessing evidence, applying the law, and promptly bringing cases to trial.
The location of the People's Court of Region 13 in Muong Lat commune is very important. Because this is the center of the old Muong Lat district, an area with potential risks of complex drug crimes, and is also a border area. However, compared to the regional courts under the Provincial People's Court, this is the unit with the largest area of responsibility, more than 120km from the farthest residential area. Meanwhile, the terrain is divided, traffic is still difficult, especially during storms, the level of education is still uneven, causing many difficulties for people in accessing and carrying out procedures related to the court. On the other hand, this condition also causes many difficulties for court officials and civil servants in the process of going to the area to verify, collect evidence, work with relevant agencies such as drug rehabilitation centers, temporary detention facilities, etc. to serve the process of accepting and resolving cases.
In addition, the current headquarters of the People's Court of Region 13 is located at the People's Court of Muong Lat District (old), with a modest area, infrastructure invested in and built a long time ago, having undergone many renovations, and has degraded. Some rooms do not meet the requirements, especially the small, cramped trial hall used to try both criminal and civil cases. It is worth mentioning that, up to now, the unit still does not have a separate place to try different types of cases, especially a friendly trial room, serving the trial and resolution of cases related to children as required by the Supreme People's Court .
According to observations, the unit's official residence has also deteriorated. The rooms are small, lacking toilets, bathrooms and living facilities. Meanwhile, after the organizational restructuring, most of the cadres and civil servants live far from home, so the official residence does not meet the needs of the cadres to work with peace of mind.
In addition, after the merger and establishment, the People's Court of Region 13 currently has only 9 officials, civil servants, and employees (less than the personnel apparatus of a district-level court before). Of these, there are only 5 civil servants and only 1 judge. In the context of the increased jurisdiction of the district-level court compared to before, the large area, the number of cases and matters to be handled, resolved, and tried has increased, so the small number of officials will find it difficult to meet the requirements of the task. Not to mention, according to the law, from July 1, the district-level court must take on the additional task of resolving administrative cases and all civil cases in the area. This task has been a difficult task for many district-level courts to handle in the past. The unit is facing difficulties in funding for operations, especially in paying allowances for civil servants to go on business trips as prescribed.
In this context, the cadres, civil servants and employees of the People's Court of Region 13 are making every effort to complete their assigned tasks. From July 1 to 23, the unit has accepted 11 new marriage and family cases, 4 civil cases and 1 criminal case. With a spirit of urgency and seriousness, the court has completed the settlement of 4 cases, the remaining cases are in the process of settlement according to the deadline. However, in the long term, many opinions say that the authorities need to pay attention to allocating land funds, prioritizing investment resources to build working headquarters and essential conditions. At the same time, pay attention to recruiting, arranging and appropriately organizing the apparatus, so that the People's Court of Region 13 can perform its assigned functions and tasks well.
