The Party Executive Committee of Nhu Xuan district held a conference to evaluate the situation in the first 6 months of 2025 and met with key officials of communes in the area before ending district-level activities.
According to Resolution No. 1686/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Thanh Hoa province in 2025, the new Thanh Quan commune is arranged on the basis of merging the entire natural area and population size of the old Thanh Son, Thanh Xuan and Thanh Quan communes. This is one of the remote communes with a high rate of poor households and a high proportion of ethnic minorities. The merger poses great challenges in operating and managing a large area with a scattered population, while political and administrative needs require unity and consistency.
In that context, the Nhu Xuan District Party Committee has determined that the organization of the apparatus is only truly effective when accompanied by the arrangement of suitable cadres, with sufficient capacity, daring to face difficulties and, more importantly, having prestige among the people. One of the clear evidences for the spirit of "saying goes hand in hand with doing", "cadres do not choose easy places" is the decision to accept the task of working in Thanh Quan commune by comrade Le Van Thuan, Standing Deputy Secretary of the Nhu Xuan District Party Committee. When asked about taking on the task of working in Thanh Quan commune - a difficult area far from the district center, comrade Le Van Thuan passionately affirmed: "This is an important political task assigned by the district Party Committee before the end of the term. I clearly realize that the arrangement of administrative units is not simply merging communes or changing names. More importantly, how to make the apparatus operate more effectively, bringing real benefits to the people. To do that, the pioneering role of cadres, especially the leaders, is indispensable. My return to Thanh Quan is not a "transfer" in the usual sense, but a "trust" and "entrustment" of the Party Committee's expectations in building a stronger foundation".
Thanh Quan still faces many difficulties, but in those difficulties, it is the land for cadres to train, mature and contribute. The arrangement of administrative units is to streamline the apparatus, but streamlining does not mean neglecting difficult areas. On the contrary, it is necessary to strengthen the force and core leadership factors in those places to work with the people to overcome difficulties, bringing the policies of the Party and State closer to life. With the responsibility of a Party member, a cadre and a person who has been attached to grassroots work, assigned to be in charge of the area, I myself feel the need to return to Thanh Quan commune to promote the activities of movements, focus on socio -economic development, and enhance the fighting capacity of local grassroots party organizations. Along with that, arouse the will of self-reliance, self-reliance, and voluntary labor production to reduce poverty of the people".
According to the report of the Organizing Committee of the Nhu Xuan District Party Committee: Implementing the direction of the Central Committee and the Standing Committee of the Provincial Party Committee on merging communes, ending district-level activities to operate a 2-level local government, the Standing Committee of the Nhu Xuan District Party Committee has directed the Organizing Committee of the District Party Committee and the District Internal Affairs Department to closely coordinate in reviewing the capacity of cadres, accurately assessing the qualities, abilities, and prestige of each person as a basis for post-merger arrangements. Especially, for difficult areas such as Thanh Quan, Thanh Phong..., the comrades holding key positions are all experienced cadres, experienced and clearly demonstrating collective leadership capacity.
The Nhu Xuan District Party Committee is currently reviewing to prepare for the reorganization of commune-level administrative units to avoid major disruptions in the organizational structure, maintain political stability at the grassroots level, and develop the economy and society after the merger. The mobilization and assignment of cadres in the reorganization of administrative units is carried out impartially, objectively, and especially with a strategic vision. The cadres assigned to the commune level must ensure that there are both experienced cadres and young cadres to train, learn, and inherit.
Secretary of the District Party Committee Luong Thi Hoa said: "The Standing Committee of the District Party Committee of Nhu Xuan identified personnel work as the key" to successfully implementing the policy of rearranging administrative units. The arrangement of personnel is not simply filling vacancies, but is a careful calculation, placing the right person in the right job, maximizing the capacity and strengths of each individual".
In the context of restructuring and streamlining the apparatus, each cadre must be more versatile, more responsible and truly close to the people. Therefore, if there are no cadres who dare to commit and take responsibility, no matter how reasonably the administrative structure is arranged, it will be difficult to promote efficiency. The cadres in the district who are arranged to new commune-level administrative units consider this a golden opportunity to test and improve their quality, to prove their own capacity and contribute to the new development of the locality where they work and dedicate themselves.
