Disseminate many new policies in the field of management and use of public assets

(Chinhphu.vn) – On June 18, the Ministry of Finance organized a nationwide online and in-person conference to disseminate and promptly deploy newly issued legal documents in the field of public asset management and use to ministries, branches and localities. Deputy Minister of Finance Bui Van Khang attended and chaired the conference.

Timely issuance of 6 new legal documents

In the past time, to complete the legal basis in the field of management and use of public assets when implementing the arrangement of administrative units according to the 2-level local government model, promoting decentralization and delegation of power, the Government has issued 4 Decrees, the Prime Minister has issued 1 Decision, and the Ministry of Finance has issued 1 Circular.

Currently, the Ministry of Finance is drafting a Decree to replace Decree No. 151/2017/ND-CP, Decree No. 114/2024/ND-CP, Decree No. 50/2025/ND-CP to detail the contents of the Law on Management and Use of Public Assets amended and supplemented in the draft Law amending and supplementing 08 Laws in the field of state management of the Ministry of Finance.

Speaking at the opening of the Conference, Deputy Minister of Finance Bui Van Khang said that on June 16, 2025, the National Assembly passed the Law on Organization of Local Government (amended), according to which local government activities will follow the two-level local government model. The two-level local government model will officially operate from July 1, 2025.

To serve the implementation of two-level local government, the Ministry of Finance has promptly advised the Government to amend, supplement, and promulgate new legal documents in the field of public asset management and use, including: Decree No. 125/2025/ND-CP of the Government dated June 11, 2025, stipulating the decentralization of authority of two-level local governments in the field of state management of the Ministry of Finance; Decree No. 127/2025/ND-CP of the Government dated June 11, 2025, stipulating the decentralization of state management authority in the field of public asset management and use;

Decrees guiding standards and norms for the use of public assets include: Decree No. 153/2025/ND-CP dated June 15, 2025 of the Government amending and supplementing a number of articles of Decree No. 72/2023/ND-CP dated September 26, 2023 of the Government stipulating standards and norms for the use of automobiles; Decree No. 155/2025/ND-CP dated June 16, 2025 of the Government stipulating standards and norms for the use of offices and public service establishments; Decision No. 15/2025/QD-TTg dated June 14, 2025 of the Prime Minister stipulating standards and norms for the use of machinery and equipment.

In addition, there is Circular No. 36/2025/TT-BTC dated June 12, 2025 of the Minister of Finance amending and supplementing a number of articles in the Circulars of the Minister of Finance in the field of management and use of public assets.

According to the Deputy Minister, these are documents with difficult and complicated content, with a wide range of subjects affected and having many impacts on socio-economic life. Therefore, in order to promote information and propaganda work in policy implementation, the Ministry of Finance has issued Official Dispatches No. 8516/BTC-QLCS dated June 17, 2025 and Official Dispatch No. 8523/BTC-QLCS dated June 17, 2025 to deploy the main content of the above legal documents to ministries, central agencies and localities.

At the same time, the Ministry of Finance organized an online conference today to directly disseminate and train new policies for ministries, central and local agencies. Representatives of ministries, central and local agencies are requested to fully grasp the contents conveyed, carefully study the legal documents trained at today's conference to advise competent authorities to fully implement the tasks assigned in the documents and promptly deploy and train agencies, organizations and units under their management that are affected by the new policies.

"The two-level local government model is a new issue; the newly issued policies were prepared in a short time, very urgently. Therefore, based on the implementation practice, if the ministries and localities have any problems, they should promptly report them to the Ministry of Finance. The Ministry of Finance will resolve them as quickly as possible to ensure the best response to the requirements of the new situation" - Deputy Minister Bui Van Khang affirmed.

The Deputy Minister also requested that ministries, branches and localities continue to provide comments on the draft Decree replacing Decree No. 151/2017/ND-CP, Decree No. 114/2024/ND-CP, Decree No. 50/2025/ND-CP to detail the contents of the Law on Management and Use of Public Assets so that the Ministry of Finance can continue to complete the draft Decree.

Promote decentralization and delegation of authority in management and use of public assets

At the Conference, representatives of the Department of Public Asset Management disseminated detailed and specific information to delegates about the contents of the above documents as well as directly answered and clarified many issues that delegates were interested in related to these new policies.

The newly issued policies mentioned above all take effect from July 1, 2025. With the timely issuance of 2 Decrees and 1 Decision on standards and norms for the use of offices, public service facilities, cars, machinery and equipment, thereby creating favorable conditions for ministries, branches and localities to have a basis for implementation. The revised and supplemented contents on standards and norms for the use of public assets aim to ensure compliance with the streamlining of the apparatus of the political system and the construction and implementation of a 2-level local government model.

In addition, the new policies mentioned above also focus on amending regulations on decentralization, delegation of authority, and reducing administrative procedures in the process of handling and managing public assets in the direction of: removing the authority of the Prime Minister as well as the content of asking for opinions from relevant agencies before the competent agency or person makes a decision.

The issuance of Decree No. 125/2025/ND-CP; Decree No. 127/2025/ND-CP has contributed to promoting decentralization from central agencies to local authorities to enhance the responsibility of local authorities, creating initiative for local authorities in arranging and handling public assets.

In recent times, the issue of handling assets after rearranging and organizing the apparatus and administrative units at all levels to ensure efficiency, transparency, sustainability, avoid loss and waste of assets and be consistent with reality has been given great attention and drastic direction by the General Secretary, the Government, the Government and the Prime Minister.

Previously, the Prime Minister issued Official Dispatch No. 80/CD-TTg dated June 1, 2025, emphasizing that ministries, branches and localities need to thoroughly grasp and direct the full, serious and urgent implementation of the directions of the Politburo, the Secretariat, the Government, the Prime Minister, legal documents and instructions of the Ministry of Finance.

Speaking on the sidelines of the conference, Mr. Nguyen Tan Thinh, Director of the Department of Public Asset Management, Ministry of Finance, said that the new local government model will come into operation from July 1, 2025, but there will be many things that localities need to actively prepare for right now. Especially for property issues, the development of plans and implementation organization need to be based on standards, norms and authority, this needs to be done right now.

As soon as the Government, Prime Minister, and Ministry of Finance issued documents, today, June 18, the Ministry of Finance organized training for ministries, branches, and localities to fully grasp the regulations and agree on awareness and action to ensure that we are best prepared for July 1, 2025 and organize the implementation of the following tasks.

Currently, according to local newspapers, the documents recently issued by the Government, the Prime Minister, and the Ministry of Finance in the field of public asset management and use have not yet arisen any problems. Localities assess that such decentralization and delegation of authority ensures thoroughness and transparency for localities to deploy and implement. However, the 2-level local government model is a new issue. After this model comes into operation, if any difficulties or problems arise, the Ministry of Finance has requested ministries, branches, and localities to promptly report to the Ministry of Finance for timely response and handling.
