In recent times, the legal staff has played an important role in law-making, law enforcement, and administrative reform in ministries, branches, and localities. Law-making activities under the provisions of the Law on Promulgation of Legal Documents (VBQPPL), Decree No. 78/2025/ND-CP dated April 1, 2025 of the Government detailing a number of articles and measures to organize and guide the implementation of the Law on Promulgation of Legal Documents have achieved many remarkable results.

Deputy Director of the Department of Document Inspection and Administrative Violations Management, Ministry of Justice Do Thi Thanh Huong said that in the first 7 months of 2025, ministries and branches have consulted and drafted 53 draft laws, ordinances and resolutions for the Government to submit to the National Assembly and the National Assembly Standing Committee for approval and comments. As of July 31, 2025, the Government, the Prime Minister, Ministers and Heads of ministerial-level agencies have issued 68/128 detailed regulations (37 decrees, 03 decisions, 28 circulars). Of which, 51/68 detailed regulations ensure their effectiveness at the same time as the law, ordinance and resolution assigning detailed regulations.

In addition to regular review work, the legal affairs of ministries and branches also perform the tasks of the Steering Committee for reviewing and organizing the handling of problems in the legal system; perform the tasks of the Prime Minister's Working Group on reviewing legal documents; review documents according to the provisions of Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly regulating the handling of a number of issues related to the reorganization of the state apparatus.

In order to promptly implement the Party and State's policy on innovation and reform of the political system's apparatus; rearrange administrative units at all levels and deploy the operation of the two-level local government model, ministries, branches and localities have conducted many large-scale reviews of legal documents, such as reviewing the system of legal documents affected by the apparatus reorganization; reviewing legal documents expected to need to be revised and supplemented in accordance with the direction of revising and supplementing a number of articles of the 2013 Constitution. The review results have been reported to competent authorities for urgent research, revision, supplementation and promulgation of legal documents in accordance with the requirements of the new situation.

In addition to the achieved results, the legal work of ministries, branches and localities still has some shortcomings and limitations. In the recent past, ministries have had to simultaneously carry out many key legislative tasks, especially the implementation of the arrangement and organization of the apparatus of the political system, decentralization and delegation of power when organizing the two-level local government model. The number of projects and draft legal documents that need to be revised has increased rapidly, the appraisal time is urgent, most of the documents are drafted according to shortened procedures, civil servants doing advisory work and drafting laws have to cope with a large workload and too much pressure in a short time.

At ministries and ministerial-level agencies, the handling of results after review and the review, handling, and promulgation under authority or advising competent authorities to promulgate legal documents to ensure consistency with documents of higher validity that have been amended, supplemented or replaced in some cases and fields is still slow and untimely, leading to difficulties and obstacles in organizing local law enforcement.

Speaking at the recent 6-month legal work conference in 2025, Deputy Minister of Justice Dang Hoang Oanh said that in the context of the world undergoing epochal changes, in order for the country to firmly enter a new era - an era of breakthrough development, prosperity, and strength under the leadership of the Party, along with implementing the revolution of streamlining the organizational apparatus, striving for "double-digit" economic growth, the work of building and enforcing laws must be fundamentally innovated, creating a strong driving force for the country's rapid and sustainable development; the legal organization, which has been assigned many difficult tasks, specific in nature, and a high sense of responsibility, will now have more and more tasks with higher requirements.

To carry out those tasks and promote the role of "legal prism", legal workers, in addition to capacity and professional qualifications, need to have strong political will to ensure objectivity and impartiality in the process of advising and performing tasks.

This is also one of the requirements for legal practitioners to improve the quality of law-making and the effectiveness of law enforcement, ensuring the correct implementation of the goals set forth in Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation in law-making and law enforcement to meet the requirements of national development in the new era.
