Al Ba commune was established under Resolution No. 1664/NQ-UBTVQH15, dated June 16, 2025 of the Standing Committee of the 15th National Assembly , on the basis of merging the original status of 03 communes: Al Ba, Kong Htok and Ayun. Currently, the commune has a natural area of 109.08 km², a population of 17,420 people, of which ethnic minorities account for 78.08%. The whole commune has 19 hamlets and villages.
During the 2020 - 2025 term, the Party Committee and People of the 3 old communes have united, made efforts to overcome difficulties, and achieved many outstanding results. The average growth rate of product value in the 5 years (2020 - 2025) reached 7.05% (equal to 107.05% compared to the resolution); the economic structure continued to shift in the right direction: agriculture, forestry and fishery accounted for 59.85%; small-scale industry - construction accounted for 8.53%; trade - services accounted for 31.62%. Livestock development was strong, reaching 428.33% compared to the resolution. Budget revenue exceeded the target (reaching 8.28/4.5 billion VND), equivalent to 184% compared to the resolution.
Culture and society have made much progress: 100% of medical stations have doctors; the rate of health insurance participation exceeds the resolution target; the poverty rate has decreased to 12.63%, reaching 143% compared to the resolution. National defense and security have been maintained. Party building and the political system have been focused on; the leadership capacity and fighting strength of grassroots party organizations have been enhanced. Party member development work, especially in ethnic minority areas, has achieved positive results: 159 party members were admitted, reaching 120% compared to the resolution; the rate of clean and strong party organizations reached 114.3% compared to the resolution.
In addition to the achieved results, the commune still has some limitations and shortcomings such as: some socio-economic indicators have not met the resolution; agricultural production is not sustainable, highly dependent on the weather; application of science and technology is still limited, production scale is small, lack of linkage; socio-economic infrastructure is not synchronous; the poverty rate has decreased but is not yet stable; progress in implementing national target programs is still slow...

At the Congress, delegates focused their intelligence on discussing and objectively and comprehensively assessing the results of implementing the Resolution for the 2020-2025 term; reviewing the leadership of the Party Executive Committee of the commune; frankly pointing out limitations and weaknesses, drawing lessons; and at the same time determining the directions, goals, tasks and main solutions for the 2025-2030 term.
The Congress voted to pass key targets, demonstrating the political determination and strong will to rise of the entire Party Committee and People of the commune. Accordingly, Al Ba commune strives to achieve by 2030: total production value (at 2010 comparative prices) of 998.25 billion VND; total production value (at current prices) of more than 2,373 billion VND; average growth rate of product value in 5 years (2025 - 2030) of 7.36%; average income per capita of 58.89 million VND/person/year; total budget revenue in the area of 2025 - 2030 of 21.9 billion VND; annual poverty reduction rate of 2 - 2.72%; number of party members admitted in the 2025 - 2030 term of 105 party members.

Speaking at the Congress, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang acknowledged, praised and congratulated the achievements of the Party Committee, government and people of Al Ba commune. At the same time, he highly appreciated the spirit of solidarity, unity and efforts of the collective of cadres and party members in the process of merging, transferring and operating the new model, as well as in the careful preparation for organizing today's Congress.
The Vice Chairman of the Provincial People's Committee emphasized: Entering a new era of development, Gia Lai province has determined the goal of striving to become a fairly developed province. This is a major orientation, requiring the entire Party Committee, government and people in the province to raise political determination, take drastic, synchronous and effective actions. Therefore, the Party Committee and people of Al Ba commune need to maximize potential and advantages; continue to improve the leadership capacity and fighting strength of the Party organization; effectively exploit internal resources, and proactively attract external resources. The goal is to build Al Ba commune into a civilized, modern and happy commune.
In addition, the Party Committee of Al Ba commune needs to focus on improving the effectiveness and efficiency of state management; building a modern, professional government serving the people. Officials and party members - especially key officials - need to put the people at the center; listen, understand, and promptly resolve people's problems. Promote the combined strength of the entire political system; strengthen coordination between the Party, the government, the Fatherland Front and mass organizations; innovate leadership methods and scientific working styles; improve the quality of management and administration with a flexible and practical approach.
Urgently complete the planning of communes and functional zones, in sync with the planning of higher levels. Promote the potential and advantages of the commune in the new development space; arrange and allocate land funds reasonably for industry, services, trade, cultural and social institutions; plan land funds for agricultural development, raw material areas, linking production - processing - consumption chains...; ensure harmonious development between economy and environment. Strengthen connections with neighboring localities; establish a mechanism for close coordination with neighboring communes on spatial planning, inter-commune services and essential infrastructure development.
Along with that, it is necessary to focus on developing education - training, taking care of people's health, considering this as a key solution to improve the quality of human resources. Effectively implement national target programs on sustainable poverty reduction; clearly identify the causes of poverty to have appropriate and feasible solutions. At the same time, it is necessary to link economic development with preserving and promoting national cultural identity, building a healthy cultural life, and civilized lifestyle.
Comrade Nguyen Tu Cong Hoang believes that, with specific, clear and practical goals, built on the basis of a profound summary of reality and creative application of the Resolution of the Central Committee and the Gia Lai Provincial Party Committee, the Party Committee, government and people of Al Ba commune will well implement the motto: "Solidarity - Democracy - Discipline - Breakthrough - Development", striving to compete to successfully complete the set goals, creating a profound impression, opening a new stage of development.

The Congress announced the Decision of the Provincial Party Standing Committee appointing the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Al Ba Commune Party Committee for the 2025-2030 term. Accordingly, the Executive Committee consists of 21 comrades; Comrade Rmah H'Bé Net was appointed to hold the position of Secretary of the Al Ba Commune Party Committee for the 2025-2030 term.
