Attending the event were representatives of the Department of Science and Technology (KH&CN); leaders of the Party Committee, People's Council, People's Committee of Dray Bhăng commune; Steering Committee for Science, Technology, Innovation and Digital Transformation Development of the Commune; VNPT Dak Lak; Commune Youth Union; Self-management Board of villages/hamlets; representatives of banks, schools, small traders, businesses and especially more than 130 members of 24 Community Digital Technology Teams of villages and hamlets in the commune.

In his opening speech, Mr. Le Phuoc Toan - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Dray Bhang commune said: the new two-level government model has been officially put into operation for more than a month, this is not only a historic event in the organization of the local administrative apparatus but also a milestone, marking an important turning point in the administrative reform process, in line with the development requirements of the country in the new period. The new government apparatus has quickly caught up with reality, gradually put into stable operation, ensuring the settlement of work for people and businesses in a more timely, smooth and effective manner. In the context of the world entering the era of rapid development of science and technology, especially the rise of digital transformation, no locality can develop prosperously if standing outside this flow. To become a developed locality with high income and improve the quality of life of the people, it is imperative to take science, technology, innovation and digital transformation as key driving forces.

Speaking at the direction, Mr. Nghiem Van Chuan - Party Secretary, Chairman of the People's Council of the commune emphasized: "The movement "Digital popular education" not only helps people know how to use smartphones or download an application, but more importantly, helps each person realize the practical value of digital skills, farmers can sell agricultural products online, learn new farming techniques; students can access a huge knowledge base online; local businesses can expand their markets beyond the commune's borders; and the government can serve people faster and more transparently".
Attending the launching ceremony, delegates listened to the representatives of the Vietnam Fatherland Front , the Commune Police and the Public Administration Service Center present reports: Presentation on Deploying the "digital volunteer" and "digital popular education" movements; Presentation on Digital popular education work; Presentation on Handling administrative procedures at the Dray Bhăng Commune Public Administration Service Center.

After listening to the presentations of the delegates, Mr. Ra Lan Truong Thanh Ha - Deputy Director of the Department of Science and Technology gave some comments at the Ceremony, accordingly, the Deputy Director of the Department of Science and Technology acknowledged and highly appreciated the careful preparation of facilities, documents, human resources, core personnel and the entire political system of the commune participating, this is a starting activity that creates momentum for the implementation of the following activities. Secondly, the documents and papers on the programs and plans of the Provincial Party Standing Committee, the Provincial People's Committee as well as the targets and tasks have been updated by the Party Committee, the Commune People's Committee, the Commune Steering Committee, and implemented specifically and in detail into the commune's plans, especially training programs for appropriate subjects. In order for the program and activities of the digital literacy movement in Dray Bhang commune to achieve results. The Deputy Director of the Department of Science and Technology requested the Commune Steering Committee, the Rescue and Professional Support Working Groups, and the Community Digital Technology Group in the commune to be active, proactive, and promote the spirit of volunteerism and the tradition of the popular education movement launched by our beloved Uncle Ho more than 80 years ago to eradicate illiteracy, create human resources for the revolution from the early days of the country's founding to the leadership of revolutionary generations to bring our nation and country through revolutions to completely liberate the country, innovate and develop to have the country's foundation, prestige and position in the international political arena and a good life today. We hope that each cadre, civil servant, and public employee, especially members of the Community Digital Technology Group, will promote a high sense of responsibility, carry out the tradition of serving the country and the people in performing assigned tasks so that our digital popular education movement will create many human resources, many creative results, improve and increase income for People, contribute to building a more and more developed, sustainable, rich, civilized and unique society.

At the Launching Ceremony, representatives of the Department of Science and Technology; Center for Monitoring and Operation of Smart Cities; Party Committee; People's Committee; Vietnam Fatherland Front Committee of the commune, and Commune Police pressed the button to start the movement "Digital Education for All" in Dray Bhang commune.
Along with that, representatives of the Vietnam Fatherland Front Committee of the commune; Commune Police; Department of Culture - Society; Department of Economics, Public Administration Service Center; Southern Dak Lak Regional Telecommunications Center and Community Digital Technology Team of 24 villages and hamlets signed a commitment to implement the specific goals set out by the Popular Digital Education Movement with the main goals:
- Maintain and effectively organize the activities of the Commune-level Steering Committee on science, technology development, innovation, digital transformation and Project 06, Community digital technology groups in the commune.
- Universalizing digital skills for cadres, civil servants, public employees and workers in state agencies: 80% of cadres, civil servants, public employees and workers in agencies will attend training courses, be equipped with knowledge and skills on digital transformation, and be able to use digital platforms and digital services to serve their work.
- Equipping high school and college students with comprehensive digital skills: From September 2025 to the end of December 2025: 100% of high school and college students will participate in training courses, equipped with digital knowledge and skills to serve their study, research and creativity, and have safe skills in learning and social interaction in the digital environment.
- Improve digital capacity for adults: 60% of adults have access to information about digital transformation; have basic knowledge about digital transformation, use smart devices to exploit information, use essential digital platforms and services, and know how to protect themselves in the digital environment.
- Confirming the popularization of digital transformation on the VNeID platform for people: 40% of adults are confirmed to have achieved popularization of knowledge about digital transformation and digital skills on the VNeID platform.
- Developing digital skills for the workforce in enterprises and cooperatives: 60% of employees in enterprises, cooperatives, and cooperative unions have basic knowledge of digital technology, digital skills, and can use smart devices to serve production and business, improving labor productivity.
- Widely deploy digital application platforms to support people in performing public administrative services and participating in contributing ideas to local development: 30% of the population using smartphones has the Dak Lak So application installed (with built-in AI to support officials and people).
- Registering for digital signature of people via VneID: 50% of cadres, civil servants, and public employees in the whole commune register; 50 people from 15 years old and up register.
- Online presence with the national domain name “.vn”: Strive to have at least 10 business households register; in the commune, there must be at least 50 youth union members and students registered.
- Launching the “Digital Literacy Week”. Community Digital Technology Teams will participate in guiding and supporting people in using 05 basic digital skills (including: Using online public services; online shopping; online payment; protecting yourself in cyberspace and using digital platforms to carry out administrative procedures).
Immediately after the launching ceremony, VNPT Dak Lak representatives provided training on digital skills for the Youth Union, Community Digital Technology Team, and Village/Hamlet Self-Management Board; At the same time, the Community Digital Technology Team of villages and hamlets will guide people to scan QR codes and join the Zalo group "Dray Bhang Commune Digital Literacy Movement" to connect, share information and support during the implementation process.
