In his opening speech, Mr. Huynh My Phong - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Dong Hoa Ward said: The "Digital Education for All" movement is a practical activity to bring knowledge, skills and digital technology to all classes of people. The Chairman of the People's Committee of the Ward called on each cadre, union member, youth... to become a "digital technology warrior", accompanying the people through the motto "Going to every alley, knocking on every door, guiding every person" . The goal is to help people access and apply technology in life, production, education , health care, e-commerce, and at the same time strongly promote comprehensive digital transformation in the locality.

On behalf of the Standing Committee of the Ward Party Committee, Comrade Le Van Thin - Member of the Provincial Party Committee, Secretary of the Dong Hoa Ward Party Committee acknowledged the initiative and determination of the Ward People's Committee and units in the preparation work, and emphasized: in the context of the fourth industrial revolution, digital transformation has become a vital factor, closely linked to administrative reform and sustainable development. The Ward Party Committee requested the Steering Committee on science and technology development, innovation, digital transformation and Project 06 of the Ward People's Committee and community digital technology groups to promote their core role, imparting digital skills suitable for each target group. Party committees, authorities, agencies and units must consider this a key political task, directly lead, direct and create all conditions for the movement to achieve practical results.
The "Digital Literacy for All" movement in Dong Hoa ward took place from August 10 to October 30, 2025. At the launching ceremony, the leaders of the ward People's Committee, agencies, units and the Community Digital Technology Team signed a commitment to implement specific goals:
- 100% of cadres, civil servants, public employees and state agency workers meet digital skills standards;
- 60% of adults have access to information and know how to use essential digital services;
- 50% of adults achieve digital literacy certification on the VNeID platform;
- 65% of employees in enterprises and cooperatives are proficient in using digital tools in production and business;
- 50% of the population using smartphones install the application "Dak Lak number";
- 100% of cadres, civil servants, public employees and 1,600 people registered for digital signature via VNeID...

Immediately after the launching ceremony, telecommunications units VNPT and Viettel coordinated to organize training on technology application in life and production for members of Community Digital Technology Groups and participating residents, and at the same time launched mobile propaganda on the main roads of the ward.
