Regularly monitor and update storm developments to develop and implement plans and scenarios for storm, heavy rain, and flooding prevention caused by storm circulation; minimize damage. Strengthen information, propaganda, and mobilize people to implement measures to prevent storm, heavy rain, and floods, and protect people and property.

Implement measures to protect houses, warehouses, public works, infrastructure, protect production, especially agricultural and aquatic production, limit damage caused by storms, floods; prepare forces and means for rescue when required.

The Department of Construction closely coordinates with localities to ensure safety of waterway and road traffic; strictly controls the operation of water transport vehicles, and resolutely prohibits the operation of ferry piers when the storm makes landfall.

Monitor the storm's developments to issue notices prohibiting and stopping inland waterway transport, river bridges, ferries, and boats according to authority. Organize inspections and implement safety measures for coastal construction works (especially high-rise buildings), piers, ports, port logistics areas (note to lower the stacking height of containers, cranes), shipbuilding and repair facilities, traffic works, and public works. Review and inspect old and weak apartment buildings; based on the storm's developments, inform localities to organize the evacuation of people to ensure safety.

The Department of Agriculture and Environment shall base on the storm's developments to develop and issue response plans. Update and advise the City Civil Defense Command and the City People's Committee on response instructions.

Units and localities coordinate to regulate water on irrigation canals, urge storm prevention work according to locality and field; organize serious on-duty shifts and comply with reporting regime as prescribed.

According to the National Center for Hydro-Meteorological Forecasting, the tropical depression has strengthened into storm number 5, internationally named Kajiki.

At 7:00 a.m., the eye of the storm was at approximately 17.2 degrees North latitude; 116.6 degrees East longitude, approximately 480 km East Northeast of Hoang Sa special zone. The strongest wind near the eye of the storm was level 8 (62-74 km/h), gusting to level 10; moving in a West Northwest direction at a speed of approximately 25 km/h.

In the next 24 hours, the storm will move in the West Northwest direction, at a speed of 20 - 25 km/h and continue to strengthen, the center of the storm is located at 17.7 degrees North latitude - 111.5 degrees East longitude; in the sea northwest of Hoang Sa special zone; wind gusts level 10 - 11, gusts 14. Natural disaster risk level 3. North East Sea area (including Hoang Sa special zone).
