On March 8, 2023, the Provincial People's Committee issued a Decision on promulgating the set of criteria for model new-style rural residential areas, model new-style rural villages and smart village criteria in the set of criteria for model new-style rural communes in the province for the period 2023 - 2025. In particular, the set of criteria for model new-style rural residential areas for the period 2023 - 2025 includes 9 criteria: planning; housing and family gardens; roads; cultural houses and village sports areas; information and communication; production development and poverty reduction; culture, education , health; environment and quality of living environment; security, social order to ensure peace and gender equality.
Based on the criteria for a model new-style rural residential area, the Department of Agriculture and Environment has coordinated with relevant departments and branches, and the People's Committees of districts and cities (old) to focus on directing and implementing. Up to now, many residential areas have "put on a new coat", the appearance of the countryside has changed...
In Na Tinh hamlet, Na Sung village, Diem He commune - one of the model new rural residential areas recognized in 2024, the environmental landscape and aesthetics of the area ensure brightness - green - clean - beautiful; average income per capita reaches nearly 50 million VND/person/year; the rate of cultural families reaches 90%; the rate of hardened roads in the area reaches 100%; cultural, artistic and sports activities take place vigorously, social order and safety in the area are maintained...
Mr. Hoang Van Hung, Party cell secretary and head of Na Sung village, said: When there was a policy from the superiors to build a model new-style rural residential area, we actively mobilized and propagated to the people in many forms. At the same time, the implementation of building a model new-style rural residential area was carried out publicly and transparently according to the motto: people know, people do, people discuss, people inspect, people supervise and people enjoy... so the households in the village agreed to support. Accordingly, the people in the village contributed over 33 million VND and more than 100 working days to concretize rural roads with a length of 1.3 km; proactively responded to build house gates, fences, renovate mixed gardens; build garbage incinerators at home to ensure environmental sanitation....
Similarly, in the model new rural residential area of Lang Giai A village, Nhan Ly commune, the household economy has developed, the houses are spacious, the living environment has improved, 100% of the village roads have been hardened and concreted... creating a new look for the community. Mr. Nong Tien Dung, a resident of Lang Giai A village, said: In the process of building a model new rural residential area, we have unanimously maintained the landscape of village roads and alleys, ensured security and order, and developed the economy together. From those efforts and the close direction of the local government, in 2024, the village was recognized as a model new rural residential area. My family also actively participated, focusing on agricultural production, and our family's life has gradually improved.
According to statistics from the professional sector, up to now, the whole province has 157 model new rural residential areas. To achieve that result, the professional sector in the province has paid close attention and promoted implementation. In particular, from 2023 to now, all levels and sectors have organized more than 7,100 conferences, thematic activities, and integrated propaganda on contents related to new rural construction, including the construction of model new rural residential areas. In addition, all levels and sectors have balanced capital sources to support the areas, focusing on traffic works, house renovation (house gates), building incinerators, etc.
This result shows that the model has become an important nucleus, contributing to maintaining and improving the criteria of NTM. Mr. Hoang Van Chieu, Deputy Director of the Department of Agriculture and Environment, said: Building a model NTM residential area has a very practical meaning, it is a place that directly reflects the face of the countryside. The environmental landscape in the area, the households are bright - green - clean - beautiful, creating a positive change in the awareness as well as the habits of the people in maintaining environmental hygiene. In addition, production development activities in the areas have many improvements.
The implementation of model new rural residential areas, with synchronous planning, spacious infrastructure and clean and beautiful landscapes, has created positive highlights in the process of rural development. In the context of implementing the two-level local government model, currently, the People's Committees of communes direct specialized departments to propagate to people to continue promoting the role of the people at the grassroots level to maintain and uphold the achieved criteria... Thereby, contributing to realizing the goal of building a comprehensive and sustainable new rural area.
