That is the direction of Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung, Head of the Steering Committee for the implementation of the Quang Tri Airport Construction Investment Project (referred to as the Steering Committee) at the 3rd meeting of the Steering Committee this afternoon, April 1. According to the report of Gio Linh District People's Committee, up to now, the district has basically completed the work of cadastral surveying, land use planning, issued land recovery notices to implement projects in Gio Quang, Gio Hai and Gio Mai communes, and is implementing site clearance markers.
Regarding the compensation price determination, based on the inventory data, the District People's Committee has directed the Land Acquisition Council to carry out the procedures for determining compensation prices for houses, structures and unit prices for trees and crops. Contractors have been selected to implement the bidding packages according to the plan approved by the Provincial People's Committee; and the consulting unit has been directed to speed up the implementation progress and shorten the time for submission to competent authorities for approval.
Giving opinions at the meeting, members of the Steering Committee proposed solutions to some difficulties regarding land resources; housing unit prices, constructions, architectural works; progress of completing resettlement items of houses, cemeteries... as proposed by Gio Linh district.
Concluding the meeting, Chairman of the Provincial People's Committee Vo Van Hung requested departments, branches and localities to make efforts to resolve outstanding issues to ensure project progress, determined to start construction of phase 1 of the project in June 2024 and complete handover of the site to investors by the end of 2024.
Propose that the Provincial Investment and Construction Project Management Board take the lead in accelerating the progress of signing the BOT contract of the project; the Department of Agriculture and Rural Development coordinate with Gio Linh district to soon complete the procedures for converting land types to build a new cemetery, relocating graves to serve the site clearance work.
Regarding sand and soil filling, the Department of Natural Resources and Environment is assigned to guide the district in implementing. For other work contents that have not been fully reviewed, the Department of Transport is requested to work with Gio Linh district and the Provincial Investment and Construction Project Management Board to re-examine administrative procedures for implementation.
Chairman of the Provincial People's Committee Vo Van Hung assigned the Vice Chairmen of the Provincial People's Committee to closely supervise the related tasks of departments, branches and localities to ensure work progress meets the requirements.
With the spirit of the provincial leaders and departments and branches working together with Gio Linh district to resolve the remaining problems, the Chairman of the Provincial People's Committee suggested that if necessary, the Provincial People's Committee Office should advise on the establishment of a special working group to support Gio Linh district in the "sprint" phase, ensuring the commencement of construction of phase 1 of the project in June 2024.
