Trust from the government accompanying the people

Towards that goal, right from the beginning, the Party committees and authorities of many localities in Hanoi have had practical solutions, accompanying the people to enter a new phase.

Practical action for the people

In early August 2025, the Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Linh Nam Ward presented 10 sets of computers, printers, tables and chairs to residential area Party cells and community digital transformation teams. Immediately after receiving the equipment, the Party cells proactively installed and connected to the internet, assigned Party members to support the people, and organized IT training for cadres, Party members, and people.

Secretary of Party Cell 6 of Linh Nam Ward Do Thuy Huyen shared: “We installed the equipment at the Cultural House of the residential group and operated it effectively. The community digital transformation team directly guided people on how to carry out administrative procedures on the National Public Service Portal; submit marriage and birth registration applications online; pay land tax online… It saves time, is convenient and fast, so people are very excited.”

According to Dang Thi Thanh Binh, Standing Deputy Secretary of the Linh Nam Ward Party Committee, after a week of implementing the campaign "45 days and nights of supporting people to use online public services and digital platforms", the ward leaders directly inspected and surveyed. The results showed that residential area Party cells actively implemented the campaign, and Party members and people enthusiastically welcomed it. Linh Nam Ward is promoting the movement "Digital Education for the People", helping people gradually know, understand, and proficiently use digital platforms to serve their lives and work.

In Vinh Hung Ward, a notable innovation is that right after the 1st Party Congress, term 2025-2030, the ward organized a dialogue conference between the government and the people on urban management. This is the first dialogue conference since the ward has operated under the 2-level local government model, and is considered a "conference of faith and hope", because the leaders not only listened but also set a specific time for resolution.

At the conference, after Ms. Trinh Thi Tan (Group 21, Vinh Hung Ward) raised the issue of not having been granted a red book for decades, Secretary of the Ward Party Committee Nguyen Duc Dung affirmed: "As Secretary of the Ward Party Committee, I pledge that in August 2025, the Ward People's Committee will grant a red book to her family". That commitment ignited confidence in the sense of responsibility and courage of the leader who can say what he says and do what he does, while affirming the superiority of the 2-level local government model: Close to the people, close to the people, all for the people.

According to the People's Committee of Vinh Hung Ward, the procedure for granting the red book to Ms. Trinh Thi Tan's family has been basically completed, ensuring the "August promise" of the ward leaders.

Realizing the goal of universal digital skills

Besides positive results, the initial operation of the two-level local government model also faced difficulties in terms of personnel and facilities.

Deputy Director of the Hanoi Department of Home Affairs Nguyen Thi Lieu said: Many specialized departments of communes and wards have a very large workload, leading to overload and pressure for department heads and civil servants performing their duties. In fact, at public administrative service points, the demand for document certification is very high, ward and commune leaders have to spend a lot of time signing certification, affecting the progress of other work.

While waiting for the superior agency to resolve the issue, units have proactively applied information technology, promoted digital transformation, and trained staff and civil servants in using software. At the same time, the "popular digital education" movement has been widely launched, encouraging all classes of people to access technology.

Many creative approaches have emerged, such as: O Dien Commune implemented solutions according to the motto "Hand-holding, spreading the digital literacy movement"; Cau Giay Ward assigned 100% of residential groups and community digital transformation teams to "go to every alley, knock on every door"; Dinh Cong Ward mobilized youth, students and pupils to become shock troops, "digital ambassadors" in the community... These models are realizing the goal of universalizing digital knowledge and skills to every citizen.

The initial results are clear, many citizens have proactively looked up and submitted documents online, reducing direct transactions, limiting overload at the City Public Administration Service Center and grassroots public administration service points. Many units no longer have late documents, the rate of online documents is increasing.

The efforts to overcome difficulties by localities are in line with the spirit that Prime Minister Pham Minh Chinh called on every cadre, civil servant, public employee, and worker in the state administrative system to act resolutely; to combine words with actions; “not saying no, not saying difficult, not saying yes but not doing”; daring to think, daring to do, daring to take responsibility for the common good... That is the key for the two-level local government to operate effectively, close to the people, and serve the people better and better.
