GD&TĐ - On September 3, Lam Dong Department of Education and Training issued a document guiding the implementation of collection fees for the 2025-2026 school year for public educational institutions.

Accordingly, many fees that often cause concern for parents are clearly stated by the Department of Education and Training as "not allowed to be collected or not encouraged to be collected in schools".

Specifically, regarding the operating costs of the Parents' Representative Board: Schools must comply with the provisions of Clause 1, Article 10, Circular 55/2011/TT-BGDDT of the Minister of Education and Training on the promulgation of the Charter of the Parents' Representative Board. Only fees directly serving the activities of the Parents' Representative Board may be collected. The collection and expenditure of funds by this Board must ensure the principles of transparency and democracy as prescribed.

Educational institutions are not allowed to coordinate with the Parents' Representative Board to collect fees that do not directly serve the Board's activities, such as: Protecting school facilities, ensuring school security; supervising students' vehicles; cleaning classrooms and schools; rewarding school administrators, teachers and staff; purchasing machinery, equipment and teaching aids for schools, classrooms or for school administrators, teachers and staff; supporting management work, organizing teaching and learning and educational activities or repairing, upgrading and constructing new school facilities.

In addition, educational institutions are not allowed to collect funds from the Youth Union, Pioneers' Fund, Scholarship Fund, Red Cross membership fees or other charitable funds.

Accident insurance is voluntary, parents work directly with the insurance agency, the school is not allowed to collect on their behalf.

In addition, the Department of Education and Training also pointed out that fees such as extra teaching, extra learning, uniforms, badges, student cards, drinking water, photocopying of learning materials, etc. are also on the list of prohibited fees.

For additional services such as electronic contact books, score messages, student pick-up and drop-off, and extracurricular activities, the school can only provide them when there is an agreement with parents, on the principle of voluntariness and full collection of expenses.
