Below are important education policies that come into effect from September 2025.
National University will be directly managed by the Ministry of Education and Training.
The Prime Minister has signed and issued Decree No. 201/2025/ND-CP dated July 11, 2025, stipulating the functions, tasks and powers of the National University, replacing Decree No. 186/2013/ND-CP dated November 17, 2013 of the Government on the National University.
Decree No. 201/2025/ND-CP takes effect from September 1, 2025.
According to the Decree, the National University is a public higher education institution managed by the Ministry of Education and Training, has legal status, has its own account and uses a seal with the National Emblem.
The National University has the function of training at all levels of higher education, scientific research and high-quality multidisciplinary and multi-field technology transfer; has a number of leading training fields in the country and is highly ranked in the world.
National Universities are under the state management of the Ministry of Education and Training, the Ministry of Science and Technology, other ministries, branches and People's Committees at all levels where the national universities are located according to the provisions of law...
Applying new regulations on foreign language teaching in schools
According to Clause 1, Article 4 of Decree 222/2025/ND-CP, general education institutions implementing the Vietnamese general education program are allowed to: Teach and learn some subjects and educational activities in foreign languages; Or some content of some subjects and educational activities in foreign languages.
Priority is given to subjects in the fields of mathematics, natural sciences, technology and information technology.
Article 5 of this Decree also stipulates that teachers must have the minimum professional qualifications and foreign language proficiency as prescribed.
Learners participate in foreign language learning on a voluntary basis and may be tested for entry.
Decree 222/2025/ND-CP takes effect from September 25, 2025.
New regulations on subject classrooms of general education institutions
From September 2, 2025, Circular 14/2025/TT-BGDDT officially takes effect, including new regulations on subject classrooms of general education institutions.
This Circular amends and supplements a number of regulations on subject classrooms of general education institutions attached to Circular 14/2020/TT-BGDDT of the Minister of Education and Training.
According to Circular 14, add Clause 3 and Clause 4 to Article 1 as follows: Viet Bac Highland High School, Friendship School 80, Friendship School T78 are allowed to apply this Regulation to implement the general education program.
College preparatory schools are subject to this Regulation as high schools to implement college preparatory training programs.
Add point d, Clause 1, Article 4. Accordingly, subject classrooms used in common for a number of subjects shall be implemented according to the following principles: ensuring the full functions of subject classrooms, having similar functions, adequate equipment for each subject, ensuring the arrangement of time and space for teaching and organizing educational activities according to each function, ensuring the plan and teaching hour norms based on the student scale for each subject. Ensuring the specifications, preparation rooms, specialized interior equipment, and technical requirements of subject classrooms of subjects used in common.
At point a, clause 1, Article 5, the amendment is as follows, for primary schools: For IT and Foreign Language classrooms, the minimum working area for one student is 1.50m2 and each room has an area of not less than 50m2.
For Science - Technology, Music and Fine Arts classrooms, the minimum working area for one student is 1.85m2 and each room has an area of not less than 60m2.
Add point d, Clause 1, Article 5 as follows: Minimum working area of a subject classroom used in common for a number of subjects: determined according to the subject classroom with the largest area among the subjects used in common.
New regulations on the tasks of the Council for coordinating the dissemination and education of law
Article 3 of Decision 26/2025/QD-TTg stipulates a number of provisions on the tasks and powers of the Central Council as follows:
Develop and implement solutions to strengthen the Party's leadership in disseminating and educating the law, providing legal aid and legal support to small and medium enterprises, business households and individual businesses.
Perfecting policies and laws on dissemination, legal education, legal aid, and legal support for small and medium enterprises, business households, and individual businesses.
Develop, promulgate, urge, inspect and reward the implementation of programs, projects and plans of the Government and the Prime Minister on dissemination, legal education, legal aid and legal support for small and medium enterprises, business households and individual businesses.
Implement digital transformation in the dissemination and education of law, legal aid, and legal support for small and medium enterprises, business households, and individual businesses.
Decision 26/2025/QD-TTg takes effect from September 20.
