At the Buon Ma Thuot City One-Stop Shop on the morning of June 17, it was already packed before 6am. Although there was still about an hour and a half left until work, the waiting area was already full, and outside the gate, the crowd was still dense. Not having enough seats, some people took the opportunity to sit on their motorbikes, flipping through their papers before submitting them, some people worried about missing their turn had to buy a loaf of bread and take advantage of the opportunity to fill their stomachs while waiting for their turn. Some people even accepted the situation of "watching" the door from 4am just to get a number for the day.
Mr. Nguyen Thanh Trung (residing in Tan Tien Ward, Buon Ma Thuot City) said that because his family's land documents were lost, he arranged his time to go through the procedures for replacement. Although he had been there since 6am, after waiting for more than an hour, he still had not received a number.

This is also a common situation in most local One-Stop Shops in the province. In Cu M'gar district, the number of people coming to do administrative procedures, mainly land documents, has increased significantly in recent days. At peak times, people even had to queue up to wait for their turn to get a number.
Mr. Le Quang Danh (residing in Quang Phu commune, Cu M'gar district) said that because the time of merging communes and abolishing the district level was near, he took the opportunity to complete the documents to transfer the land use right certificate and remove the mortgage. Due to the large number of people, Mr. Danh had to travel for 2 days to get a number to complete the documents.
Not only at the district-level One-Stop Department, but also at the People's Committees of communes and wards in the province, in recent days, people have also rushed to complete documents related to land and household registration procedures. For example, in Khanh Xuan Ward (Buon Ma Thuot City), the ward's One-Stop Department receives dozens of household registration documents every day. According to Chairman of Khanh Xuan Ward People's Committee Nguyen Dinh Chung, although preparations for the operation of the two-level local government are currently very busy, the locality has flexibly arranged staff to handle procedures for people at the One-Stop Department.
Although she had proactively arranged her time to come to the One-Stop Department early, Ms. Nguyen Thi Nga (69 years old, residing in Ea Tam Ward, Buon Ma Thuot City) had to sadly go home and wait in line the next day. Her face could not hide her fatigue and disappointment. Ms. Nga said that her family had rented out rooms for many years, but in recent years, due to the lack of management, the family decided to stop operating. At 6:00 a.m. on June 17, she was present at the city's One-Stop Department to complete the procedures to stop operating her family's room rental business. After waiting for more than an hour, she was informed that she had run out of numbers, so she had to ask someone to do the number picker service. "I have never gone through administrative procedures in such a crowded place, and it is worth mentioning that the numbers were gone before working hours. It is difficult for old people like us to move around, so it is very discouraging to go home empty-handed like this" - Ms. Nga lamented.

Understanding the increasing demand for getting queue numbers to do administrative procedures, while many people do not have time to wait day after day, Mr. NHN (a motorbike taxi driver who often picks up and transports passengers in Buon Ma Thuot City) has accepted the service of getting queue numbers. Mr. N. shared that, facing the current situation of sluggish motorbike taxis, for about 4 months now, seeing the increasing demand for people to get queue numbers, he has often gone to the One-Stop Department of Buon Ma Thuot City to do this service. He "revealed" that he charges 100,000 VND for each set of documents, in case a person requests multiple sets at the same time, he only charges a few tens of thousands of VND to compensate for the waiting time. To ensure getting a queue number during the day, there are days when he has to wake up at 3 am, "guard the gate" and queue like other citizens when coming to do procedures at the One-Stop Department.
Explaining this sudden overload, the local One-Stop Shops said that the cause is partly due to the fact that the State is tightening business activities, requiring businesses and business households to strictly comply with regulations on licenses, fire prevention and fighting, food safety and hygiene, etc. This has led to a large number of new registration files, adjustments or additions to business licenses pouring into the One-Stop Shops. In addition, land-related procedures are always a hot spot. The demand for new issuance, exchange and re-issuance of red books is always high due to the continuous transactions of buying, selling, transferring, dividing and merging plots in localities.
Faced with the above situation, localities have directed departments, offices, and specialized agencies to focus on removing obstacles related to administrative procedures. For qualified records, they will be promptly resolved for people before the district level is abolished. For records that have not been processed yet, they will be handed over to the new administrative unit after the two-level local government is put into operation.
Local authorities and functional agencies also advise people not to worry and not to crowd to complete procedures that are not really necessary. After the district-level government stops operating, the task of carrying out administrative procedures will be transferred to the new commune level.
