Speaking at the meeting, Minister of Culture, Sports and Tourism Nguyen Van Hung affirmed: Through the periods, our Party has always paid attention to cultural issues. Entering the new era, our Party continues to identify culture as a pillar, playing the role of soft power, regulating the sustainable development of the country. Therefore, the Politburo decided to build a Resolution on Revitalizing and Developing Vietnamese Culture in the New Era.
The Minister said that after receiving the Politburo's policy and being assigned the task, the Ministry of Culture, Sports and Tourism presided over and coordinated with relevant agencies to draft the resolution.
The draft resolution was developed in the context that ministries and branches are showing great determination in carrying out the tasks assigned by the Party and the State, especially the peak of organizing activities to celebrate the 80th anniversary of the August Revolution (August 19, 1945 - August 19, 2025) and National Day September 2. Therefore, the amount of work that needs to be implemented is huge. However, with the highest sense of responsibility, the drafting committee and editorial team quickly started to build the draft and collect comments.
The drafting committee and editorial team held their first meeting on August 13 and agreed on basic issues regarding the approach, layout, and provided directions for contributing ideas to the draft resolution.
At today's meeting, the Minister asked members of the drafting committee and editorial team to continue giving specific comments to complete the draft resolution.
Regarding the approach, according to the Minister, the drafting committee and editorial team need to continue to re-study the entire system of Party documents on cultural issues, based on the 1943 Outline on Vietnamese Culture and Party resolutions for updating.
Through the review, it is necessary to identify which viewpoints and tasks have been stated in the resolutions and which need to be continued; which viewpoints and tasks have been mentioned in the resolutions but have not been implemented in the past to find the causes, detect bottlenecks and then find solutions to remove them. The Minister emphasized that the resolution building must be action-oriented, not academic.
Reporting at the meeting, Deputy Chief of Office of the Ministry of Culture, Sports and Tourism Nguyen Thanh Son - Deputy Head of the Editorial Team for the draft Resolution of the Politburo on Revitalizing and Developing Vietnamese Culture in the New Era said that immediately after the first meeting, units under the Ministry of Culture, Sports and Tourism urgently reviewed, reported and evaluated and made proposals related to the 3 topics according to the assigned plan. At the same time, the drafting committee and editorial team received comments from members; continued to perfect the draft outline, project, draft resolution and draft submission; developed explanations on the approach, identified bottlenecks, new and breakthrough issues to solve bottlenecks throughout the viewpoints, goals, tasks and solutions of the draft.
According to Mr. Nguyen Thanh Son, the draft resolution includes an introduction; guiding viewpoints; goals; tasks, solutions and implementation organization.
In particular, the guiding viewpoint includes 6 contents: Building an advanced culture, imbued with national identity; reviving and developing Vietnamese culture in the new era requires harmonious handling of relationships; culture is the spiritual foundation of society, both a goal and a driving force, a pillar of development; proactively integrating internationally in culture, placing culture in the overall ecosystem; culture plays a central role in building the personality of Vietnamese people; cultural development is the cause of the whole people led by the Party and managed by the State.

In addition, the draft resolution sets out 6 specific target groups by 2030, quantifying a number of targets and tasks to design appropriate solutions. The 8 groups of tasks and solutions clearly stated in the draft resolution are: innovation in thinking; focusing on building Vietnamese people; breakthroughs in building and perfecting institutions; innovation in cultural management methods; breakthroughs in promoting cultural creativity and enjoyment; breakthroughs in cultural exports; mobilizing and effectively using resources; focusing on scientific and technological innovation and digital transformation.
At the meeting, members of the drafting committee and editorial team continued to speak, contribute additional opinions and clarify issues raised in the draft resolution on Revival and development of Vietnamese culture in the new era.
