Việt NamViệt Nam11/11/2023

To proactively respond and minimize damage caused by heavy rain, flooding, risks of floods, flash floods, and landslides, today (November 11), the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense issued Official Dispatch No. 219/VP-PCTT, requesting the Steering Committees for Natural Disaster Prevention, Search and Rescue of districts, cities, towns and related agencies and units to:

Closely monitor forecasts and warnings of heavy rain, floods, flash floods, and landslides, and provide timely and complete information to authorities and people at all levels, thereby proactively preventing, responding, and minimizing damage.

At the same time, deploy shock troops to inspect and review residential areas along rivers, streams, and low-lying areas to proactively organize the relocation and evacuation of people in areas at high risk of deep flooding, flash floods, and landslides. Prepare forces and means to carry out rescue when situations arise.

Organize forces to control and guide traffic, especially through culverts, spillways, deeply flooded areas, fast-flowing water, and high risk of landslides; resolutely not allow people and vehicles to circulate if safety is not ensured; proactively deploy measures to ensure safety for teachers, students, and educational facilities in flooded areas.

In addition, be ready to deploy measures to drain water, protect production, prevent and combat flooding in urban areas and industrial zones. Inspect, review, operate and ensure the safety of reservoirs and downstream areas, especially small hydropower reservoirs and important irrigation reservoirs; arrange permanent forces to operate and regulate and be ready to handle possible situations.

In particular, conduct inspections, reviews and prepare plans to ensure safety for projects under construction, especially key and vulnerable projects or projects that have had incidents due to recent floods.

Localities and relevant units need to strengthen propaganda activities, disseminate instructions on skills to respond to heavy rains, floods, flash floods, landslides and inundation so that people know, proactively prevent, avoid and minimize damage (reference documents have been developed by the National Steering Committee for Natural Disaster Prevention and Control and posted on the website: https://phongchongthientai.mar...)
