Health insurance is a very important social policy, the main pillar of the social security system, always receiving the attention of our Party and State in terms of leadership, direction, construction and implementation, aiming to make an important contribution to realizing social progress and equity, ensuring political and social stability, people's lives and sustainable development of the country.

Implementing the Party's Resolution, the State's policies and laws on health insurance, in recent times, the Party committees, authorities and the entire political system in Nghe An have synchronously and drastically deployed groups of solutions and issued many important documents, especially groups of solutions to strengthen the protection, care and improvement of people's health in the new situation.

In particular, Nghe An is one of the localities that promptly issued resolutions to support health insurance premiums according to the roadmap for disadvantaged and vulnerable groups in society.

The issuance of the policy on health insurance premiums for ethnic minorities and some subjects in Nghe An province has a positive and direct impact on the social security system, contributing to the implementation of social progress and justice, ensuring political and social stability and socio-economic development of the province; helping people to have the health insurance fund pay for medical examination and treatment costs, in order to reduce financial difficulties when sick or ill.

At the same time, increase the coverage rate of Health Insurance, strive to complete and exceed the targets in Plan No. 81-KH/TU dated March 7, 2022 of the Provincial Party Standing Committee on implementing the targets of the Resolution of the 13th National Congress of the Party, Resolution of the 19th Provincial Party Congress on the coverage rate of Social Insurance and Health Insurance in Nghe An province by 2025, towards the goal of universal health insurance.

According to the draft resolution, the drafting agency proposed that, in addition to the support level for health insurance contributions from the central budget, the following support will be provided: 30% support for health insurance contributions for ethnic minorities living in communes that are no longer identified as areas with difficult or especially difficult socio-economic conditions, and are supported by the state budget to pay health insurance according to Government regulations.

Support 30% of health insurance premiums for people in near-poor households. Support 20% of health insurance premiums for people in agricultural, forestry, fishery and salt-making households with average living standards.

In the case of a person belonging to multiple health insurance participants, they can choose to participate according to the participant with the highest support level. The estimated support budget for the period from 2026 - 2030 is 1,067.73 billion VND.

During the review, the members unanimously approved the Resolution to be submitted to the 30th Session - the thematic session of the 18th Provincial People's Council. However, the drafters were also requested to edit the name of the Resolution to suit the target audience. In addition, some sentences were adjusted to ensure the consistency of the Resolution.
