Nghe An: Maintain progress, do not let large-scale public investment projects be 'frozen' after commune merger

From July 1, 2025, the two-level government model will officially be put into operation in localities after the merger of communes. Many people are concerned: Will the unfinished construction projects be interrupted, affecting the progress, quality of the projects and people's rights?

In early July, when Nghe An officially operated a two-level government after the merger, many projects invested by communes were temporarily suspended, waiting for the completion of the apparatus and review of investment plans.

In Tien Dong commune, a mountainous area with many difficulties, there are currently two important projects: Dong Van 3 Primary School and Dong Van 1 Kindergarten with a total investment of 8 - 10 billion VND for each project, from the local budget and mobilized from the people.

However, these projects have now been temporarily suspended due to lack of capital and the need to complete procedures after the commune merger. “We are focusing on perfecting the new administrative apparatus. After stabilizing the organization, the commune will discuss with the contractor to continue construction, striving to complete before the new school year,” informed Mr. Nguyen Van Thang - Chairman of Tien Dong Commune People's Committee.

Also in Tien Dong commune, the project to upgrade the main road to the commune center and some routes to the inner villages and hamlets is still under construction because it is managed by the Tan Ky District Construction Investment Project Management Board - a district-level unit, so it is not interrupted.

Mr. Nguyen Van Thang - Chairman of Tien Dong Commune People's Committee said that the projects invested by the old communes that were under construction before, have been taken over by the new commune. These are key projects of the commune, so after the commune-level government apparatus is stable, the locality will arrange the budget, along with contributions from the people to continue construction.

In Tan An commune - a new locality after the merger, the traffic project from Phu Coc hamlet hall to DH 370 road, invested by the commune, is currently on hold. Mr. Nguyen Viet Duc - Chairman of Tan An commune People's Committee, said: "According to regulations, the newly established commune is responsible for inheriting and receiving projects from the old commune. After reviewing, we are developing a plan to continue construction of the project to serve the travel needs of the people."

A bright spot in the commune merger phase is Chau Tien commune. Here, the project to build a 2-storey classroom block of Binh Thuan Boarding Secondary School (invested by the state budget) is still being maintained by the contractor continuously. Actual observations show that the foundation is being implemented, materials are fully gathered, and workers are working regularly. The contractor representative said: "Although the locality is stabilizing the organization after the merger, the project progress is still uninterrupted. There are workers working every day, determined to complete it soon," the representative of the construction unit shared.

Mr. Nguyen Tien Hung - Chairman of Chau Tien Commune People's Committee said that the Binh Thuan Boarding Secondary School project was invested with capital from the National Target Program, so the locality always continuously supervises the construction contractor to speed up the progress.

Public investment projects remain on schedule

While projects invested by the commune are temporarily suspended, projects previously invested by the district are still speeding up progress.

In Tan Ky district (old), there are currently 7 works and projects invested by the State using public investment capital under construction. Specifically, the projects include: upgrading Huong - Phu - Hanh road; upgrading the road from Tan An intersection to Tien Dong commune; upgrading traffic within Tan Ky town; building Khe Da bridge in Tien Dong commune; expanding the route from Tan Ky commune to Nghia Hanh commune; upgrading the route from Tan An commune to Tan Son 2 village (Tien Dong commune); and the project to upgrade the road from Dong Lau intersection to Thung Mon hamlet (Tien Dong commune).

Mr. Nguyen Tat Hai - representative of the Tan Ky District Construction Investment Project Management Board affirmed: The merger of communes and the abolition of district level does not affect the progress of project implementation in the area. All projects invested by the district (formerly) are under normal construction. The Huong - Phu - Hanh road upgrade project has been basically completed, with nearly 148 billion VND of investment capital disbursed. The Tan An - Tien Dong road project has disbursed 40/70 billion VND. The Tan Ky inner-town traffic project has completed 60% of the construction volume, with 45/75 billion VND disbursed. Khe Da bridge has disbursed 12/17 billion VND...

However, Mr. Hai also expressed concern about the counterpart capital committed by the old district: “After the district level no longer exists, many projects are unclear about how to handle the counterpart capital. For example, the inner-city road project of Tan Ky town (old) has not yet disbursed the counterpart capital of 13 billion VND. If there are no specific instructions, it will affect the progress of completing the project.”

In the old Con Cuong district, there are 18 public investment projects under construction. However, according to Mr. Mai Quang Hoi - representative of the Con Cuong Construction Investment Project Management Board, all activities are still taking place normally and are not affected.

“The Board still maintains the organization and implements projects according to schedule. Projects such as Con Cuong Boarding High School (total capital of 83 billion VND) have completed 50% of the volume, disbursed 40% of the capital; Khe Moi Bridge (Mon Son commune) worth nearly 50 billion VND has also completed 40% of the construction,” Mr. Hoi shared.

Similarly, other projects invested by the (former) district level are also progressing normally. However, the issue that the local construction investment project management boards are concerned about is how to resolve the counterpart capital of the former district level to ensure project progress.

It is worth noting that most of the works and projects, especially large-scale public investment projects, are still being maintained and not "frozen" during the transition period.

However, localities still need to soon have a plan to handle projects invested by the old commune level, especially the issue of counterpart capital and legal responsibility of the receiving unit. At the same time, specific guidance from the provincial level is needed to remove legal obstacles so that the project can be completed soon, serving people's lives./.
