Deputy Minister Nguyen Hoang Long: Resolution 70-NQ/TW opens a new chapter in ensuring energy security
Chairing the conference, Deputy Minister Nguyen Hoang Long emphasized that Resolution 55-NQ/TW of 2020 of the Politburo on the orientation of Vietnam's National Energy Development Strategy to 2030, with a vision to 2045, has become a "compass", creating a foundation for national energy development orientation. On that basis, the Ministry of Industry and Trade and corporations have implemented many strategies and plans and achieved important results.
Entering a new phase, the Ministry of Industry and Trade established a working group to develop Resolution 70-NQ/TW, mobilizing the participation of many units and experts, "with the spirit of looking straight at the truth, stating the truth, analyzing the situation correctly, accurately assessing difficulties and problems", thereby proposing fundamental solutions and strategic policies.
According to Deputy Minister Nguyen Hoang Long, Resolution 70-NQ/TW requires the entire political system to participate, with the Ministry of Industry and Trade playing a core role, but it is necessary to closely coordinate with relevant ministries, branches, localities, agencies and organizations. "Implementation is always the most difficult step, requiring great determination, great effort and truly drastic action," the Deputy Minister stated.
Reporting at the conference, Deputy Director of the Department of Oil, Gas and Coal Trinh Duc Duy said that after 5 years of implementing Resolution 55-NQ/TW, the energy sector has maintained stable growth, basically ensuring national energy security, meeting the increasing requirements for rapid and sustainable development, ensuring national defense and security and improving people's lives.
However, the energy sector still has many limitations that have not been completely overcome. Many targets of Resolution 55-NQ/TW are difficult to achieve. Institutions, policies, and management of energy sector development are still inadequate. The progress of many power projects is still slow; energy potential has not been effectively exploited. Energy supply still depends on imports, the risk of power shortage for the double-digit growth period is real. Energy sector infrastructure is still lacking and not synchronized. The quality of human resources and labor productivity in some fields is still low...
Mr. Trinh Duc Duy also clearly stated each task, main solutions and implementation organization given in Resolution 70-NQ/TW.
Deputy Minister Nguyen Hoang Long emphasized that the Resolution is just the beginning, the biggest challenge is organizing its implementation in practice.
Energy enterprises proactively materialize the Resolution
At the conference, General Director of Vietnam Electricity Group (EVN) Nguyen Anh Tuan emphasized that Resolution 70-NQ/TW sets out comprehensive orientations, which are the basis for units to develop action plans. EVN has assigned functional departments to urgently concretize the Resolution, focusing on perfecting mechanisms and policies and soon applying two-component electricity prices to ensure transparency, fairness, and eliminate price differences.
Deputy General Director of the Vietnam National Oil and Gas Group ( Petrovietnam ) Phan Tu Giang said that Resolution 70-NQ/TW represents an important change compared to Resolution 55, with more open mechanisms, facilitating investment activities. Petrovietnam will develop an action program linking the group's development strategy with the goal of ensuring national energy security, and at the same time propose to soon institutionalize the contents of the Resolution.
Nguyen Duc Ninh, General Director of the National Electricity System and Market Operation Company Limited (NSMO), assessed that Resolution 70-NQ/TW is a framework mechanism, creating a foundation for systematizing policies and technology orientation. He said that the 2027-2032 period will be a big challenge when electricity demand increases and the risk of supply-demand imbalance exists. NSMO will focus on modernizing the power system, developing infrastructure, high-quality human resources, and closely coordinating with the Ministry of Industry and Trade in implementing mechanism and planning solutions.
The spirit of 'do it now, do it now', no longer the concept of progressing step by step
Concluding the meeting, Deputy Minister Nguyen Hoang Long emphasized that if Resolution 55-NQ/TW laid the foundation for strategic orientation for the energy sector, which was highly appreciated by public opinion at home and abroad, then this time, Resolution 70-NQ/TW has gone one step further, more specifically, more detailed, closely following the breath of life, going straight to practical, urgent issues that the whole sector is struggling with, seeking solutions.
According to the Deputy Minister, thanks to the focus and active contributions of comrades representing agencies, organizations, corporations and units who participated in the process of developing the Resolution, Resolution 70-NQ/TW has been completed, accurately reflecting the expectations, aspirations and development requirements of the energy sector.
"The Resolution is just the beginning. The biggest challenge is to organize and implement it in practice. This is a difficult and arduous period, requiring determination, creativity and the spirit of "doing it now, doing it right away". There is no longer the concept of progressing step by step, but since 2025 we have had to solve difficulties and problems in mechanisms and policies", Deputy Minister Nguyen Hoang Long said and requested the energy sector and enterprises to thoroughly grasp the spirit of "running and lining up at the same time", proactively develop action plans, arrange scientific and reasonable work priorities; actively participate and contribute to ensure the unity and effectiveness of the Resolution's implementation.
