The plan aims to thoroughly grasp the Party's guidelines, policies and laws of the State on building a movement for the whole people to protect national security, associated with the development of science, technology and national digital transformation. This task is identified as a regular focus of Party committees, authorities, departments, branches, localities, agencies, enterprises and educational institutions.
The plan emphasizes raising awareness among cadres, civil servants, public employees, workers, students and pupils about the key role of the movement in ensuring security and order. The plan identifies five key tasks: Innovating propaganda content, applying digital technology and social networks to mobilize people to prevent and denounce crimes; building and expanding models of self-management, self-prevention, self-protection and self-reconciliation on security and order; strengthening the security force of agencies, enterprises, educational institutions, organizing professional and legal training; enhancing coordination between the police force, the army and organizations in ensuring security and order; stepping up inspection, evaluation and timely reward of collectives and individuals with outstanding achievements, while overcoming shortcomings and limitations in the implementation of Directive No. 06/CT-BCA-V05 of the Minister of Public Security .
The provincial police are assigned to preside over, guide the construction of typical models and inspect and evaluate the movement. The Department of Education and Training, the Department of Industry and Trade, the Management Board of Economic Zones and Industrial Parks, the Provincial Labor Federation, the Department of Home Affairs, together with media agencies and People's Committees of communes, wards and special zones undertake specific tasks, ensuring close coordination. The provincial Vietnam Fatherland Front Committee is required to mobilize union members and members to actively participate; agencies and units develop detailed plans, report to the Provincial People's Committee before September 5, 2025 and periodically before October 25 every year. The provincial police are responsible for monitoring, urging and synthesizing the results to report to the Provincial People's Committee and the Ministry of Public Security according to regulations.
