Accordingly, on November 24, 2020, the People's Committee of Binh Thuan province issued Decision No. 2888, assigning the Department of Agriculture and Rural Development (now the Department of Agriculture and Environment) to preside over and coordinate with departments, branches and localities to implement the Program on quality management and food safety of agricultural and aquatic products in the province for the period 2021-2025.

The purpose is to organize the implementation of legal regulations on quality management and food safety of agricultural and aquatic products in Binh Thuan province, raise awareness and sense of responsibility for food safety in production and trading practices of agricultural products. At the same time, strengthen food safety control along the chain for key agricultural and aquatic products of the province and local advantageous products, contributing to ensuring the health of consumers, meeting the needs of domestic and export markets.

After 5 years of implementing Decision 2888, the work of disseminating and popularizing legal policies and mechanisms has continued to be organized and implemented by departments, branches, units and localities in many diverse forms. In particular, training on knowledge and legal documents on food quality and safety was organized with 164 classes/9,395 participants who were owners and workers of food production and trading establishments, and consumers of agricultural and aquatic products. The whole province has 2,429 management establishments subject to appraisal and issuance of food safety certificates, of which 2,254 establishments have been granted certificates (a rate of 92.79%). In the period of 2021-2025, 1,335 establishments were inspected for fertilizers and plant protection drugs, and 136 establishments were administratively sanctioned/VND 591.66 million for violations.

According to the assessment, the inspection and examination work has been carried out in depth in recent times, especially surprise inspections. There has been good coordination between units with the police force, the Department of Health, and the Department of Industry and Trade to grasp the situation, detect, catch red-handed, and strictly handle violations. From there, it has had a strong impact, creating a deterrent effect on establishments producing and trading agricultural materials, food safety of agricultural, forestry and fishery products, contributing to reducing violations of regulations in production and business in accordance with the orientation and requirements of the Program...

However, in addition to the achieved results, currently, the production, processing and distribution of unsafe food still occurs in some establishments; the trading of pesticides and fertilizers of unknown origin and quality still exists; the output linking production with the consumption of safe agricultural and aquatic products is still limited. There are still some food producers and traders who are not aware of complying with food safety laws and are still chasing profits.
Therefore, in the period of 2026 - 2030, the provincial agricultural sector sets the goal of ensuring food safety, improving the quality of agricultural, forestry and fishery products in the area, contributing to protecting the health and interests of the people. At the same time, improve the quality, value and competitiveness of Binh Thuan's agricultural, forestry and fishery products in the domestic and international markets. Promote propaganda, promotion, and connection of supply and demand of quality and safe agricultural products; promptly update and disseminate market information; regulations, standards and norms on quality and food safety of domestic and foreign agricultural, forestry and fishery consumption markets; communicate food safety risks to serve quality management and ensure food safety for people and businesses...

On this occasion, the Department of Agriculture and Environment of Binh Thuan awarded certificates of merit to 1 state management unit and 11 enterprises and cooperatives in the province for good implementation of food safety regulations and trade promotion in the period 2021-2025.
