That is the content of the circular regulating working hours, standard teaching hours and standard teaching hour norms for lecturers in training and fostering facilities for cadres, civil servants and public employees, recently issued by the Ministry of Home Affairs . The circular takes effect from June 15.
Accordingly, the working time of lecturers is 40 hours/week. The total working time of lecturers in a year (to perform teaching, scientific research, study, training and other tasks) is 1,760 hours after deducting the number of days off according to regulations.
Scientific research is the duty of lecturers.
Teaching time in the training and development plan is calculated in standard teaching hours. One standard hour is calculated as one period (45 minutes) of direct teaching and discussion in class (or remote teaching).
The standard teaching hours per year for trainee lecturers is a maximum of 90, for lecturers it is 270, for senior lecturers it is 290 and for senior lecturers it is 310.
Accordingly, a lecture or discussion period in class is counted as 1 standard hour, a period of instruction on solving situational exercises is counted as 2-2.5 standard hours, a period of instruction on practice in class or teaching a thematic report is counted as 1.5-2 standard hours.
A lecturer guides a student to write a graduation thesis, which is calculated from 8-10 standard hours; guides a student to write a research paper, essay, or project, which is calculated from 3-5 standard hours; and guides and takes students on field research for a working day, which is calculated from 3-4 standard hours.
Meanwhile, in Circular 20 (2020) of the Ministry of Education and Training, a standard teaching hour is considered a 50-minute direct theoretical lecture in class (or online teaching). The standard teaching hour norm for lecturers in a school year is regulated from 200-350. Of which, the standard teaching hour in class (or online teaching) must ensure at least 50% of the prescribed norm.
