On June 16, the 15th National Assembly officially passed the Law on Teachers, the first specialized law that fully regulates the legal status, rights, obligations and policies for teachers, including a notable new point that teachers' salaries are ranked highest in the administrative career salary scale system.
This is an important basis for the Government to have regulations related to teachers' salaries, ensuring the policy of "ranking the highest". That is the policy, but how to make the high salary bring practical results, many opinions say that it needs to be calculated in the process of establishing the new salary scale for teachers.

Dr. Hoang Ngoc Vinh, former Director of the Department of Vocational Education, Ministry of Education and Training, said that currently, teachers' salaries are calculated according to the salary coefficient, divided into levels and professional titles I, II, III. However, according to the new policy, orientation and the Law on Teachers, teachers' salaries are calculated according to job position and evaluated according to capacity.
According to Mr. Vinh, calculating salaries like this would be more reasonable, but some issues need to be noted. "In the future, we will have to specify how the highest salary in the administrative career salary scale system will be ranked, even balancing it with other important sectors," Mr. Vinh said.
According to Mr. Vinh, the establishment of a new salary scale for teachers needs to focus on increasing the starting salary and linking it to the actual capacity of teachers; restructuring all incentives,...
"The highest ranking in terms of salary coefficient needs to be carefully considered, eliminating overlaps in legal documents. If the highest salary is paid, there should also be a mechanism to control and evaluate output results, know the quality of students; even prevent cheating in grading and evaluating students.
When the salary is high, if the teacher's teaching does not meet the output standards, it is also necessary to consider lowering the coefficient, salary level,... It is not good to just try to get into the position of teacher, have a high coefficient and salary, then slacken or reduce the quality and dedication. The evaluation control mechanism needs to be regular, including both the quality and ethics of teachers," said Mr. Vinh.
According to Mr. Vinh, when ranked at the highest salary level, teachers must also demonstrate worthy values in terms of profession, knowledge, and ethics to students and society. Raising salaries is to improve the quality of education; otherwise, if it cannot be improved, but falls into a situation of "leveling", the mentality that everyone gets the highest salary and stopping is counterproductive.

Another education expert said that along with building a new salary scale, it is also necessary to focus on reforming the teacher training system; it is necessary to innovate and improve the quality of teachers.
"Otherwise, just because of high salaries, people rush into pedagogy but the training does not have quality and practical innovations, which is not good. The systematic thinking is that if you want to be paid high salaries, you must have high value. To do that, you must be strict from recruitment, training to fostering, self-fostering and teachers must demonstrate themselves not through degrees but through professional value to learners and society," he said.
Speaking with VietNamNet, a representative of the Department of Teachers and Educational Managers, Ministry of Education and Training, said that the Government stipulates that the construction of a new salary scale for teachers will be chaired by the Ministry of Education and Training, then relevant ministries and branches will give their opinions.
Currently, the Ministry of Education and Training is in the process of drafting a decree regulating salary policies for teachers. “The drafting is taking place urgently because from January 1, 2026, the Law on Teachers will officially come into effect,” he said.
The Ministry of Education and Training said that in the draft Decree regulating salary policies, allowances, support and attraction regimes for teachers in the draft Law on Teachers, the Ministry plans to advise the Government to rearrange the salary tables of a number of teacher positions (such as preschool teachers, general education teachers, university preparatory teachers, vocational education teachers grade IV, etc.) to ensure consistency in the salary tables applied to professional positions of teachers and civil servants and other sectors and fields; at the same time, ensuring the living standards of teachers, helping teachers feel secure in their work and contribute to the cause of education.
In addition, according to the provisions of the Law, teachers are also entitled to additional special allowances, responsibilities, incentives, subsidies for disadvantaged areas, subsidies for inclusive education, seniority, mobility, etc., contributing to increasing their overall income.
