Vingroup consortium wins bid to invest in Gia Nghia - Chon Thanh expressway worth 19,965 billion VND

This is the scope of work under Component Project 1: Investment in construction of the North-South Expressway, West section, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) under the PPP method.

The Chairman of Binh Phuoc Provincial People's Committee has just signed Decision No. 1159/QD-UBND on approving the results of investor selection in special cases of Component Project 1: Investment in construction of the North-South Expressway, West section, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) under the PPP method.

Accordingly, the Vingroup - Techtra Infrastructure Investment and Development Joint Stock Company consortium was selected as the investor to implement Component Project 1: Gia Nghia - Chon Thanh Expressway Investment with a total investment of VND 19,965 billion.

Of which, the investor's capital participating in the Project is 12,134 billion VND (excluding interest of 989 billion VND); the state capital is 6,842 billion VND. The payment schedule and payment rate according to the schedule are specifically stipulated in the PPP contract.

The Project preparation and implementation period is from 2025 to 2027; the maximum payback period of the Project is 29 years and 8 months.

Component project 1: Gia Nghia - Chon Thanh expressway investment has the starting point intersecting with Ho Chi Minh road (existing National Highway 14) at about Km 1923+400, in Kien Thanh commune, Dak R'Lap district, Dak Nong province; the end point intersecting with Ho Chi Minh road, Chon Thanh - Duc Hoa section, in Chon Thanh town, Binh Phuoc province.

The total length of the route is about 124.13 km. The route passes through districts, towns and cities including: Dak R'lap district (Dak Nong province, about 23.1 km long) and Bu Dang district, Dong Phu, Dong Xoai city, Chon Thanh town (Binh Phuoc province, about 101.03 km long).

According to Resolution No. 138/2024/QH15 dated June 28, 2024 of the National Assembly on the investment policy of the North-South Expressway Construction Investment Project, Western section, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc), the route has a scale of 6 lanes in the completed phase, with a roadbed width of 32.25 m, the section through Dong Xoai city is 33 m wide.

The project is implemented in phases with a scale of 4 complete expressway lanes, with a roadbed width of 24.75m; the section through Dong Xoai City is 25.5m wide.

When completed, the project will connect the Central Highlands with the Southeast region, connect Binh Phuoc, Dak Nong provinces and other localities in the region with Ho Chi Minh City, creating new space and development momentum for the Central Highlands and the Southeast region; exploiting land use potential, developing tourism, processing industry, mineral exploitation industry..., gradually restructuring the economy of the Central Highlands, the Southeast region and the country according to the Resolution of the 13th National Congress of the Party and the Resolutions of the Politburo.
