However, to truly take the lead in the Northern region and the whole country, Hanoi needs to do a lot. Therefore, implementing the "Research and development of investment attraction policies for Hanoi to lead the Northern region in developing the semiconductor industry and artificial intelligence, digital technology and emerging industries" is of great significance for the City to become the leading destination for domestic and foreign investors.
At the same time, it contributes to promoting double-digit economic growth in the capital city in the period of 2026-2030 and the following years.
The research object of the Outline is investment attraction activities in the above mentioned industries. The subjects include enterprises, investors, management organizations, relevant agencies and departments and within the spatial scope: In Hanoi city, taking into account the connection between the Red River Delta and the Northern region in the period from 2020 to present.
The outline focuses on 4 research methods, specifically: Data collection method; research and analysis of secondary documents; expert method; statistical and comparative method; and field survey method and will be implemented in 2025.
The main research contents to carry out the task of attracting investment in developing the semiconductor industry, artificial intelligence and digital technology, and emerging industries include: Researching and building reporting groups on a number of theoretical issues and practical experiences, current situations, and proposing solutions;
Organize 2 scientific seminars: Development of semiconductor industry, artificial intelligence and digital technology, emerging industries - new growth drivers and platforms in the new era; assess the current situation and propose solutions to attract investment in developing semiconductor industry, artificial intelligence and digital technology, emerging industries in Hanoi.
In addition, the Outline also mentions the products and applications of the tasks, which are synthesis reports, summary reports and results reports submitted to the City People's Committee. The products of the tasks are documents for the City People's Committee leaders to refer to in directing and operating related issues.
The research results of the Task are valuable documents to help relevant departments/sectors such as: Department of Finance, Department of Industry and Trade, Department of Science and Technology, Department of Tourism, Department of Culture and Sports, Hanoi High-Tech Park and Industrial Park Management Board, Hanoi Investment Promotion and Enterprise Support Center (Department of Finance); localities to research and refer to in the process of state management; Associations and enterprises can refer to the contents and evaluation results to determine investment orientations...
The Hanoi Institute for Socio-Economic Development Studies presides over and is fully responsible for the content of the outline, implementation methods, quality, effectiveness, and applicability of the output products of the task as developed.
At the same time, develop and approve the explanation and budget for performing the tasks; closely and proactively coordinate with relevant City Departments, branches and sectors such as the Department of Industry and Trade, Department of Science and Technology, Department of Finance, Management Board of High-Tech Parks and Hanoi Industrial Parks... and experts and scientists in the process of implementing research, collecting information and consulting;
Organize the acceptance of research results, report to the City People's Committee according to regulations; support relevant agencies in concretizing policy proposals into directive documents, management documents, programs, or specific projects of the City, ensuring practicality and feasibility in implementation.
