Deo Ca Group has just sent a document to the leaders of Ho Chi Minh City People's Committee proposing to assign a consortium of Vietnamese and foreign enterprises to carry out urban railway projects, including metro line 2.
Proposal to appoint a joint venture to implement metro project No. 2
In the document, Deo Ca Group wishes to directly contribute to traffic infrastructure projects in the city, especially urban railway projects of long-term strategic significance.
The company has proactively built a "railway strategy" with a human resource development plan, proactively preparing specialized equipment through cooperation with organizations in several countries such as France, China... to send personnel to work and study.
Since the beginning of 2024, Deo Ca Group has worked with Ho Chi Minh City University of Transport to organize railway engineering training for more than 200 experienced traffic engineering officers.
Along with that, the organization sent many groups of engineers and workers to directly work and study at the Guangzhou - Dongguan - Shenzhen inter-city railway project constructed by Bureau 2 - China Railway Construction Corporation to grasp TBM tunnel construction technology...
Deo Ca Group has also signed cooperation and joint venture agreements with many domestic and foreign enterprises such as Fecon Joint Stock Company, PowerChina Group, SUCG International Engineering Company Limited (Sucgi) to be ready to immediately participate in implementing railway projects in Vietnam.
Therefore, Deo Ca Group, representing the Deo Ca - Fecon - PowerChina - Sucgi consortium, proposed that the Ho Chi Minh City People's Committee apply the mechanisms of Resolution 188 of the National Assembly on urban railway development to assign contractors to the consortium to implement metro project No. 2 (Ben Thanh - Tham Luong section) and a number of other metro projects in the city.
Deo Ca Group and Fecon are domestic enterprises that will mobilize resources including trained personnel, invested TBM equipment systems, ready to participate in construction and operation to implement projects to ensure quality and progress.
When assigned to implement, Deo Ca Group will be the focal point to cooperate with domestic and foreign enterprises to implement the project under the EPC form. Accordingly, Vietnamese enterprises will completely master the technology, avoiding the monopoly of foreign technology.
Deo Ca Group commits to fully comply with technical requirements, safety standards, environment and project progress under the close supervision of state management agencies when implementing the EPC package. At the same time, always be transparent, responsible and effective throughout the implementation process.
Bustling private sector participates in metro and railway projects in Ho Chi Minh City
Implementing the direction of the Steering Committee for the development of the urban railway network system in Ho Chi Minh City, departments and branches are currently reviewing the overall planning of the urban railway network according to the new model and vision.
At the same time, Ho Chi Minh City is implementing Resolution 188, which focuses public investment capital to simultaneously deploy 7 metro lines with a total length of 355km, to be completed by 2035.
In addition, the Thu Thiem - Long Thanh railway line and the connecting line from the center to Can Gio are also being prioritized for early construction, with plans to be implemented with private capital.
The total capital demand for 9 railway and urban railway lines is more than 1.2 million billion VND.
Thanks to the special mechanisms from Resolution 188 on urban railway development and Resolution 68 on private economic development, the business community has never been more interested and bold in proposing investment in metro and railway projects in Ho Chi Minh City as it is now.
Specifically, the 48.7km urban railway connecting the city center to Can Gio is being researched and invested in by Vingroup .
Sovico Group also proposed that the City People's Committee approve the policy to allow it to participate in research and investment in the 47.3km long metro line No. 4.
Recently, Truong Hai Group Investment Joint Stock Company (Thaco) has also proposed that the city consider allowing it to study and invest in metro line 2 projects (Tham Luong - Ben Thanh section; Ben Thanh - Thu Thiem) and the Thu Thiem - Long Thanh railway line.
Currently, Ho Chi Minh City has submitted a report to the Ministry of Construction proposing that the Prime Minister assign the city as the project's investment management agency. On that basis, investors are requested to proactively research and propose related contents for the city to synthesize and report to competent authorities for consideration according to regulations.
Previously, the consortium of Dai Dung Group - Construction Corporation No. 1 - Hoa Phat Group also proposed to participate in the investment and construction of urban railway projects in the city, especially metro line No. 2 (Ben Thanh - Tham Luong)...
