According to the Ministry of Construction , the expansion needs include 18 sections, with a length of 1,144km. Of these, 15 sections have been invested in the form of public investment; 3 sections have been invested in the form of BOT.
For public investment routes, option 1 is to divide into 2 projects. The Northern project includes 8 routes from Mai Son to Cam Lo, 415km long, with a total investment of about 59,632 billion VND. The Southern project includes 7 routes from Quang Ngai to Dau Giay, 551km long, with a total investment of about 67,127 billion VND.
This option has the advantage of being large enough for sections with high financial efficiency to support sections with low efficiency; the state budget supports at the lowest level or no support is needed; costs are optimized in investment, management, operation, and maintenance. However, the disadvantage is that the project scale is large, making it difficult to find and attract investors.
With this plan, the Ministry of Construction has received proposals from a number of enterprises such as: Xuan Truong, VIDIFI... interested in projects in the Northern region; Deo Ca Group, Son Hai Group... interested in projects in the Southern region.
Option 2 is to divide into 5 or 6 projects, which has the advantage of easily attracting investors due to low total capital. However, the disadvantage is that projects near the gateways of Hanoi and Ho Chi Minh City can attract many investors; the group of projects in the Central region needs state capital support due to low financial efficiency; there is a risk of unsynchronized implementation.
With this plan, the Ministry of Construction received proposals from 4 interested enterprises: Truong Thinh (Bung - Van Ninh - Cam Lo, 115km long); Company 194 (Vinh Hao - Phan Thiet - Dau Giay, 200km long); Phuong Thanh (Vung Ang - Bung - Van Ninh, Phan Thiet - Dau Giay, 203km long); Rang Dong (Vinh Hao - Phan Thiet - Dau Giay, 200km long).
According to the Ministry of Construction, option 1 is reasonable, because dividing into fewer projects will help shorten the overall toll collection time, improve synchronization in the implementation process, and optimize investment, operation, exploitation and maintenance costs.
The Ministry of Construction proposed that the Prime Minister agree on the policy of dividing the number of projects according to the reporting plan and assign the Ministry of Construction to organize the preparation of the feasibility study report.
In the next investment preparation process, the Ministry will specifically study the scope of the project to reduce the level of state capital participation. In case of needing specific mechanisms and policies, procedures will be implemented to report to competent authorities and report to the National Assembly at the October 2025 session.
For the 3 sections currently operating under BOT (Dien Chau - Bai Vot, Nha Trang - Cam Lam, Cam Lam - Vinh Hao, total length 178km, preliminary total investment of 25,343 billion VND), the Ministry of Construction has worked with investors. Existing investors proposed that the expansion needs state capital support, due to low financial efficiency.
