Through the practice of ensuring security in the ethnic field, Major General Hau Van Ly, Deputy Director of the Department of Internal Security, Ministry of Public Security, said that the propaganda activities to divide national unity, incite secession and autonomy of the subjects have some notable characteristics:
Subject
The subjects conducting propaganda activities to divide national unity and incite secession and autonomy are very diverse, both domestically and internationally, but first and foremost are reactionary individuals and organizations of ethnic minorities.
On the outside, there are activities of some Western parliamentarians, representatives, politicians, and diplomats who have hostile views and prejudices towards Vietnam; foreign ideological sabotage centers; staff of international organizations, foreign non -governmental organizations, scholars, researchers on democracy, human rights, ethnicity, religion... who are unsympathetic and prejudiced towards Vietnam; and reactionary individuals and organizations of exiled ethnic minorities.
In the country, propaganda activities to divide national unity, incite secession and autonomy are mainly carried out by leaders and key members of "evil religions", reactionaries, extremists, and opponents of ethnic minorities; those with a history of participating in activities to demand secession, autonomy, and the establishment of a "separate state" have been dealt with and neutralized but have not given up their opposing ideology (such as those with a history of participating in FULRO activities, "Dega Protestantism", those who participated in the establishment of a "Mong State", and those who used to believe in illegal organizations and evil religions such as "Giê Sùa", Bà cô Dợ"...)
Object
The main affected subjects are ethnic minorities in the localities, especially the strategic regions of the Northwest, Central Highlands, and Southwest.
This is a segment of the population whose lives still face many difficulties and deprivations; their living standards, cultural enjoyment and spiritual life are still low; the rates of poverty, illiteracy and unemployment are still high.
Ethnic minorities targeted by bad elements have a deep sense of community, kinship, and clan cohesion, but their political awareness is still limited and they do not fully understand the reactionary nature of the arguments inciting secession and autonomy, so they are easily influenced and affected.
In addition, propaganda activities and incitement of secession and autonomy are also directed at ethnic minorities living abroad, especially those who cross the border, flee abroad to seek "asylum" or reside illegally in Thailand, Cambodia, Laos, the US, etc.
Content
Propaganda content is often diverse, depending on the specific implementation object, the propaganda content may be different, but basically, the objects often focus on some main issues such as:
Firstly, propaganda distorts history, evokes the past to incite hatred and opposition, or takes advantage of the name of "preserving culture", writing, customs and practices... to divide national unity.
Typically, in the Northwest, subjects maintain propaganda about the "Kingdom of Mong", "King of Mong"; in the Southwest, subjects promote propaganda about the history of the formation of the Southern region; reactionary and opposing groups among the Cham people seek to evoke the history of the "Kingdom of Champa", "Royalty of Champa"; call for the preservation and promotion of Cham cultural values, take advantage of the implementation of the Ka Pet reservoir project (Binh Thuan) to propagate distortions that the government wants to erase sacred relics, harm the spiritual life of the Cham people; post articles opposing the reform of the Cham script by the Ministry of Education and Training, claiming that the state wants to erase culture and national identity to incite suspicion and opposition among the people...
Second, distorting the socio-economic development policies, ethnic and religious policies of the Party and State; exploiting loopholes and shortcomings in the implementation of local authorities; taking advantage of disputes and complaints among the people, especially between ethnic minorities and the government, businesses and Kinh people, creating comparisons about the gap in economic and social development between ethnic minorities and Kinh people to incite discontent, resistance and opposition among the people.
In addition, taking advantage of the implementation of the Party and State's policies and guidelines on ethnic affairs, projects and plans, especially the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas Phase 1, from 2021-2025, which still has many shortcomings, limitations and delays; the poverty rate of ethnic minority households and the lack of land for production... these subjects have thoroughly taken advantage of slander, distort and discredit the Party, State and local authorities, while inciting people to engage in sabotage activities, causing insecurity and disorder in strategic areas.
Third, propaganda to expand prestige to gather forces, attract ethnic minorities to participate in establishing a "separate state" and "separate religion". In which, the subjects focus on praising, even deifying the leaders and key subjects, expanding the prestige of the organization outside, distorting that it has been internationally recognized as a government, seal, flag, separate religion... to deceive and create misunderstanding among ethnic minorities in the country about the strength of the subjects outside, thereby attracting them to participate in secessionist and autonomous activities.
Fourth , distorting cases of Vietnam's fight against, handling, and arresting reactionary, opposing, and terrorist subjects (such as subjects participating in the terrorist attack on June 11, 2023 in Dak Lak; subjects participating in the illegal organization Duong Van Minh; a number of subjects participating in the public disorder incident at Cathedral 102, Ninh Thuan)... claiming that the Party and State violate democracy, human rights, and oppress ethnic minorities, thereby inciting people to rise up against the government.
Fifth, propaganda about "civil society", about freedom, democracy, human rights according to Western criteria, guiding methods of non-violent struggle, civil disobedience, and resistance to the government.
Sixth , propaganda praising the life of material enjoyment in Western countries: Some activists who established the "Mongolian State" and "Dega State" when fleeing abroad were supported by reactionary individuals and organizations abroad to settle in third countries. They often posted pictures of their life of enjoyment abroad, thereby creating a comparison with the difficult life in the country, stimulating domestic dissidents to continue to resist, flee abroad to be protected, and receive "political asylum" sponsorship...

Method, trick
Methods and tricks to increase propaganda effectiveness, both thoroughly exploiting scientific and technological achievements, taking advantage of the support of foreign hostile forces, and being suitable to the psychological characteristics and cognitive level of ethnic minorities, the subjects use many extremely sophisticated propaganda methods and tricks, specifically:
Firstly , thoroughly exploit the utilities of social networks to establish "closed groups" in cyberspace, use social networking applications, OTT (such as Zoom, Gotomeeting, Signal, Zalo, Facebook...) to maintain communication, relationships, direct propaganda activities, divide the nation, take advantage of beliefs and religions to incite secession, autonomy, and establish a "separate state".
Typically, a number of subjects in the Central Highlands thoroughly used social networking applications and online meeting software to establish 26 associations and groups with activities to propagate the restoration of FULRO, "Dega Protestantism" to train in human rights, fellowship, online group meetings, connect and develop forces among vulnerable subjects, Protestant followers, young people, workers in industrial zones and those who previously followed "Dega Protestantism", "Christian Protestantism" and are currently practicing at home; some young people have extroverted thoughts and intend to escape...
Second , using foreign newspapers and radio stations to propagate into the country, distorting the domestic situation and inciting national separatist ideology, calling for intervention and support from external forces; emerging organizations such as KKK and KKF thoroughly use foreign newspapers and radio stations (VOKK, KKCTV, Khmer21, Reahou TV, KKIP TV...) to propagate and incite separatism, autonomy, and demand "indigenous national rights" for the Khmer people.
Third , taking advantage of participating in international conferences, seminars, hearings or inciting and organizing protests abroad to propagate against Vietnam.
Fourth , through meeting, contacting and contacting ethnic minority groups and individuals at home and abroad to directly propagate. They often take advantage of anniversaries and traditional New Year holidays of ethnic groups to gather large crowds, promote propaganda and incite secession and autonomy; take advantage of charity activities and sponsorship of religious groups and locations to propagate ethnic division and incite secession and autonomy; take advantage of family, clan, friend relationships, religious activities or events that gather large crowds (funerals, weddings, festivals, etc.) to have the opportunity to meet and propagate, strengthen beliefs, hold discussions, restore organizations, develop forces, and receive instructions from reactionary ethnic minority exiles.
Through sophisticated tricks, the activities of dividing the national unity bloc, inciting "secession" and "autonomy" have left many extremely complicated and long-term consequences in the ethnic minority areas. Reality shows that although it has not been possible to establish and publicize the opposition political organization in the country, and has not been able to carry out the plot to establish a "separate state", by many sophisticated methods and tricks, the subjects have propagated and attracted a part of the masses to participate in anti-government activities, violating national security, causing particularly serious consequences for political security in strategic areas.
This activity not only causes division and disunity among ethnic minorities, between ethnic minorities and Kinh people, and the government, but also causes confusion and hesitation among a part of ethnic minorities, creating conditions for new types of "evil religions" and religions to develop in the area, disrupting political and social life, destabilizing local security and order; causing difficulties in implementing policies, guidelines, and strategies for economic, social development, national security and defense in the area, reducing the effectiveness of state management measures of local authorities.
Internationally, the activities of these subjects have created opportunities for hostile forces and foreign ideological sabotage centers to thoroughly exploit and take advantage of, sabotage, cause difficulties, and lower Vietnam's reputation in international relations. This is a condemnable act and it is necessary to step up measures to combat and prevent it in order to ensure national security and strengthen the great national unity bloc.
