Establishing a council to evaluate the Lao Cai - Quang Ninh railway project connecting with China

Mr. Nguyen Danh Huy, Deputy Minister of Transport , was assigned as Chairman of the Council. Council members include leaders of units under the Ministry, the University and College of Transport, the Vietnam Railway Economics and Transport Association, and the Departments of Transport with projects passing through.

The Council's task is to consider and approve the above railway planning.

According to the proposal of the Vietnam Railway Authority, the Lao Cai – Hanoi – Hai Phong – Quang Ninh railway line is 447.66 km long, with the starting point connecting with the Chinese railway in Lao Cai province; the end point is at Cai Lan station in Ha Long city, Quang Ninh province.

This route passes through 10 provinces and cities, including Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong , Hai Phong and Quang Ninh.

Along the route, there are 41 stations, of which Lao Cai station is both a train station and an international transit station, and four cargo stations at Lach Huyen, Nam Do Son, Nam Dinh Vu, and Dinh Vu ports.

The route has about 145 bridges with a length of 106km crossing major rivers such as the Red River, Lo River, Bach Dang River and highway overpasses such as Hanoi - Lao Cai, Hanoi - Hai Phong, Hai Phong - Quang Ninh, national highways and some provincial roads; 42 tunnels with a length of 23.2km in Lao Cai and Yen Bai.

According to the consultant's calculation, the project has a total investment of 183,856 billion VND. Of which, construction and equipment costs are about 110,138 billion VND, the rest is for site clearance and contingency costs...

The project will be implemented in two phases. By 2030, the investment and construction of the Lao Cai - Hanoi - Hai Phong section, electrified, with a gauge of 1,435mm, will be implemented first.

The Hai Phong - Quang Ninh section will be studied and implemented after 2030 along with the investment roadmap of the Nam Dinh - Thai Binh - Hai Phong - Quang Ninh coastal railway.

The Railway Department proposed to mobilize capital from three sources to invest in the above project, which are the State budget, preferential loans and private capital mobilization.
