Strengthening 4 working groups to inspect, urge, remove difficulties and obstacles and promote disbursement of public investment capital

(Baothanhhoa.vn) - The Chairman of the Provincial People's Committee has signed and issued Decision No. 2648/QD-UBND, dated August 2, on perfecting the Working Groups to inspect, urge, remove difficulties and obstacles, and promote the disbursement of public investment capital and national target programs in 2025.

Specifically, strengthen 4 working groups to inspect, urge, remove difficulties and obstacles and promote disbursement of public investment capital and national target programs in 2025, as follows:

Working Group No. 1 is headed by Mr. Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

Mr. Le Quang Hung, Member of the Provincial Party Standing Committee, Director of the Department of Finance is Deputy Head of the Group.

Members include: Mr. Pham Van Tuan, Deputy Director of the Department of Construction; Mr. Nguyen Van Chien, Deputy Director of the Department of Home Affairs; Mr. Nguyen Huu Vien, Deputy Director of the State Treasury Region XI.

Working Group No. 2 is headed by Mr. Nguyen Van Thi, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee.

Mr. Le Van Tien, Deputy Director of the Department of Finance as Deputy Head of the Group.

Members include: Mr. Nguyen Anh Tuan, Deputy Head of Nghi Son Economic Zone and Industrial Parks Management Board; Mai Ngoc Khang, Deputy Director in charge of Nghi Son Economic Zone and Thanh Hoa Industrial Parks Construction Investment Project Management Board.

Working Group No. 3 is headed by Mr. Mai Xuan Liem, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee.

Mr. Trinh Huy Trieu, Provincial Party Committee member, Director of Department of Construction as Deputy Head of the Group.

Members include: Mr. Nguyen Hoai Nam, Deputy Director of the Department of Agriculture and Environment; Mr. Le Ba Hung, Director of the Thanh Hoa Traffic Construction Investment Project Management Board.

Working Group No. 4 is headed by Mr. Dau Thanh Tung, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee.

Mr. Nguyen Duc Thinh, Deputy Director of the Department of Finance as Deputy Head of the Group.

Members include: Mr. Le Minh Hanh, Deputy Director of the Department of Ethnic Minorities and Religions; Mr. Do Quang Trong, Deputy Director of the Department of Culture, Sports and Tourism; Mr. Le Van Cuong, Deputy Director of the Department of Health; Mr. Nguyen Van Dinh, Deputy Director of the Department of Education and Training; Mr. Nguyen Dinh Hung, Deputy Director of the Management Board of Investment Projects for Construction of Civil and Industrial Works of Thanh Hoa.

During the implementation process, depending on the requirements of the task, the Head of the Working Group may invite additional leaders of some relevant provincial and local departments, branches, and units to coordinate the implementation.

Tasks of the Working Group: Organize the review and synthesis of difficulties and problems; promptly handle or report to competent authorities to handle difficulties and problems of projects using public investment capital in 2025. Direct, urge and propose tasks and solutions to promote the progress of implementation and disbursement of public investment capital in 2025 under the Group's management, striving to disburse 100% of the capital plan before December 31, 2025.

Develop a working plan with each investor, locality and relevant units to grasp the progress of implementation and disbursement of public investment capital in 2025 of projects, focusing on key projects, projects using foreign capital, national target programs; promptly remove difficulties and obstacles or report to competent authorities for consideration and resolution according to regulations.

Perform other tasks related to the implementation progress and disbursement of public investment capital in 2025 of projects assigned by the Provincial People's Committee and Chairman of the Provincial People's Committee.

The working group is requested to request investors and related units to report, provide information, data, and documents of the projects; organize on-site inspections of the implementation and disbursement status of the projects to serve the assessment work, propose solutions to accelerate the implementation progress and disbursement of public investment capital in 2025 of the projects.

The Team Leader uses the seal of the Provincial People's Committee; the Deputy Team Leader uses the seal of his unit to sign documents of the Working Group; other members of the Working Group use the seal of their agency in performing assigned tasks.

The Working Groups shall inspect and urge investors and localities in the Appendix attached to this Decision.
