After the country gained independence, to command and operate the armed forces of the whole country, on September 7, 1945, President Ho Chi Minh assigned comrade Hoang Van Thai the task of establishing the General Staff. He pointed out that the General Staff was a secret military agency of the Union, an important agency of the army, with the following tasks: Organizing and training the army well; organizing to grasp the enemy and ourselves clearly; devising clever strategies; organizing smooth, secret, quick, timely, and accurate command to defeat all enemies and protect the achievements of the revolution.
Following President Ho Chi Minh's teachings, the General Staff has gradually matured, achieved many outstanding feats in the struggle for national liberation as well as in the cause of building and defending the Fatherland, worthy of being the strategic advisory body on military and national defense, the highest command body of the People's Army and the Vietnam Militia and Self-Defense Force.

Reviewing the glorious historical tradition, General Nguyen Tan Cuong, member of the Party Central Committee, member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense, expressed: We respectfully commemorate President Ho Chi Minh - Hero of national liberation, outstanding cultural figure, beloved father of the people's armed forces. We respectfully commemorate millions of heroic martyrs, compatriots, and comrades who fought and sacrificed for the independence and freedom of the Fatherland, for the happiness of the people, and for the noble international duty. We are forever grateful to the people of the whole country for protecting, sheltering, and standing side by side with the Vietnam People's Army and the General Staff throughout the arduous historical journeys, sacrificing to achieve glorious feats.
He emphasized that after 80 years of building, fighting, winning and growing up, we are even more proud of the tradition of "Loyalty - strategy, Dedication - creativity, Solidarity - coordination, Determination to fight - Determination to win" of the General Staff. In any conditions and circumstances, the General Staff strives to excellently fulfill its tasks, worthy of the trust of the Party, the State, the Central Military Commission, the Ministry of National Defense and the trust of the people, as well as agencies and units in the entire army. Proud of the contributions and achievements, each officer, employee, soldier and worker of the General Staff is more deeply aware of their responsibility for the cause of building and defending the Fatherland.
General Nguyen Tan Cuong affirmed that the General Staff continues to thoroughly grasp the Party's guidelines and viewpoints, the State's policies and laws, and the requirements of the task of protecting the Fatherland in the new situation; improve the leadership capacity and fighting strength of Party organizations, promote the role and responsibility of leaders and commanders at all levels; actively and proactively train and improve the capacity of strategic and campaign staff, capable of completing their tasks well, and build a comprehensively strong General Staff that is "exemplary and typical".

Congratulating the great achievements, remarkable growth and glorious tradition of the General Staff of the People's Army over the past 80 years, General Secretary To Lam emphasized that the achievements and feats of arms of the General Staff always demonstrate the pinnacle of military art and command of people's war of our Party; demonstrate the mettle, intelligence, strategic talent and creative application of the tradition of fighting "with few to fight many, with small to win big", "know the enemy and know yourself, a hundred battles, a hundred victories".
The General Staff has highly promoted the bravery, intelligence, and military art of Vietnam, achieved many feats and outstanding achievements in the wars of national liberation, as well as in the cause of building and defending the Fatherland; worthy of being the highest command and staff agency of the Vietnam People's Army and Militia and Self-Defense Force.

The General Secretary pointed out that the task of protecting the Fatherland is posing many major and urgent issues for the entire Party, the entire army and the entire people; including the task of building the General Staff to be worthy of being the command and strategic advisory body on military and national defense of the Party, the State, the Central Military Commission and the Ministry of National Defense.
To successfully fulfill its functions and tasks in the new situation, the General Staff must continue to thoroughly grasp Ho Chi Minh's military ideology, the Party's military and defense guidelines, especially the Fatherland Protection Strategy in the new situation. Inherit and promote the quintessence of national military art, selectively absorb and creatively apply advanced military science and technology in the world, bringing Vietnamese military science and art to new heights.
Continue to advise and direct the completion of the legal system; effectively implement strategies, policies, and laws on military and national defense. Focus on building and improving comprehensive, proactive, and sensitive capacity in researching and forecasting the situation early; promptly advise and propose on strategic and tactical planning; effectively resolve international relations, proactively prevent the risk of war and conflict; direct further improvement in the quality of grasping, forecasting, and assessing the situation.
The General Staff needs to strengthen command and direction of the entire army to constantly raise the spirit of vigilance, strictly maintain discipline, combat readiness, patrol, control, and strictly manage airspace, sea, border, inland, and cyberspace. Direct the effective implementation of the functions of the combat army, working army, and production labor army of the People's Army; promote the core role and reliable support of the people in preventing, responding to, and overcoming the consequences of incidents, disasters, epidemics, and the environment.
Grasp the Party's orientation in building the armed forces, building an army with comprehensive quality and increasingly high combat strength. Advise on effectively implementing the policy of building a modern army with a roadmap, steps, and criteria that are specific, practical, certain, and feasible. Build and improve the quality of reserve forces, militia and self-defense forces; focus on building a permanent militia fleet, participating in protecting the sovereignty of seas and islands in the new situation.

The General Secretary requested to attach importance to building the Party Committee of the General Staff - the Ministry of National Defense to be strong in politics, ideology, ethics, organization and personnel; improve the effectiveness of implementing the resolutions and conclusions of the Central Committee on strengthening the building and rectification of the Party and the political system, associated with studying and following the ideology, ethics and lifestyle of Ho Chi Minh, the campaign to promote tradition, contribute talent, worthy of the title "Uncle Ho's soldiers" in the new period.
Focus on building a team of officers of the General Staff, first of all, officers in charge at all levels, strategic staff officers, and leading experts with strong political will, steadfastness, strategic thinking, acumen, sharpness, flexibility in grasping and handling situations, and qualifications and capacity to advise, guide, and successfully implement all tasks.
