Urgently complete instructions for implementing the Decree on gold business management

At the Government press conference held by the Government Office on the afternoon of September 6, Deputy Governor of the State Bank Pham Thanh Ha said that on August 26, 2025, the Government issued Decree 232 amending and supplementing Decree 24 on the management of gold trading activities.

According to the provisions of Decree 232 as well as Decree 24, the State Bank has the authority to grant licenses to enterprises and commercial banks to carry out three main activities: producing gold bars, trading in gold bars, and producing gold jewelry and fine arts.

The establishment of enterprises shall be carried out in accordance with the provisions of the Investment Law, the Enterprise Law and relevant legal documents. Regarding the production of gold bars, Clause 7, Article 1 of Decree 232 clearly states the specific conditions for enterprises as well as commercial banks to be considered for licensing. The Governor of the State Bank shall provide detailed regulations on the dossier and licensing procedures.

Decree 232 takes effect from October 10, 2025. The State Bank of Vietnam is urgently finalizing guiding documents to ensure the correct process of issuing legal documents. These documents will be designed in a public and transparent manner, while reducing costs, saving time and resources for businesses. This is also a concrete step to implement the Party and Government 's policy of supporting businesses, improving the business environment and enhancing national competitiveness.

"The State Bank will closely coordinate with the Ministry of Public Security , the Government Inspectorate and relevant agencies to implement the Prime Minister's direction on gold market management, ensuring strict compliance with legal regulations," said Deputy Governor Pham Thanh Ha.
