Completely overcome the situation of newly appointed officials being disciplined

(Chinhphu.vn) - On June 24, in Hanoi, the Central Inspection Commission held a nationwide in-person and online conference to review the Party's inspection, supervision and disciplinary work in the first 6 months of the year, and deploy tasks for the last 6 months of 2025 and the coming time.

Attending the conference were Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission Nguyen Duy Ngoc; Secretary of the Party Central Committee, Senior Lieutenant General, Director of the General Department of Politics of the Vietnam People's Army Trinh Van Quyet.

Directing the conference, Standing member of the Secretariat Tran Cam Tu emphasized that in the context of the rapidly changing and complicated world situation, the country must focus on major tasks such as arranging and streamlining the apparatus and preparing for party congresses at all levels, and the inspection sector has successfully completed the assigned work program.

Notably, the Central Inspection Committee has advised on the issuance of 15 important documents, contributing to perfecting the institution on inspection, supervision and discipline work of the Party, which is the basis for Party committees, Party organizations and Inspection Committees at all levels to organize implementation. At the same time, it has advised the Politburo and the Secretariat to issue an inspection plan and inspection decision for 69 Party committees directly under the Central Committee. From there, it has advised on the issuance of conclusions assigning members of the Politburo and the Secretariat to continue to monitor, urge, inspect, supervise, direct and guide localities and units to carry out the work of arranging and streamlining the organization of the political system.

The Inspection Committees at all levels have advised Party committees to inspect 3,597 Party organizations and 15,704 Party members in implementing resolutions, directives, regulations, and conclusions of the Party; leading and directing the implementation of resolutions of Party congresses at all levels; implementing the principle of democratic centralism and working regulations of Party committees... Thereby helping Party organizations raise awareness and responsibility, promptly overcome shortcomings and limitations, and at the same time direct the removal of difficulties and obstacles, contributing to the timely and effective implementation of major policies of the Party.

Inspection Committees at all levels, especially the Central Inspection Committee, actively innovate inspection and supervision activities; effectively perform a number of tasks assigned by the Politburo, the Secretariat, and the Central Steering Committee on preventing and combating corruption, waste, and negativity. Timely inspect and strictly handle violations by party organizations and party members in cases and cases under the supervision and direction of the Steering Committee.

Regular supervision work is promoted; plans are issued and teams are established to supervise the implementation of a number of key work topics in 2025, especially the supervision of decentralization, delegation of authority, organizational arrangement and streamlining of the apparatus associated with the implementation of 2-level local government.

Emphasizing the important results achieved, frankly pointing out a number of limitations in the work of inspection, supervision and party discipline, Standing member of the Secretariat Tran Cam Tu requested the Inspection sector to continue to thoroughly grasp and promptly and effectively implement the Party's regulations on inspection and supervision work, especially newly issued regulations; and the directions of the Politburo, the Secretariat and General Secretary To Lam.

Timely advise on the promulgation, amendment, supplementation and completion of regulations, rules and procedures on inspection, supervision and discipline of the Party in accordance with the organizational model of the political system. Strengthen leadership, direction, guidance, improve the quality, effectiveness and efficiency of inspection and supervision work of Party committees at all levels, especially at the commune, ward and special zone levels.

In addition, focus on comprehensively and effectively implementing tasks according to the Party Charter and the tasks assigned by the Party Committee. Timely detect, inspect and resolutely handle Party organizations and Party members who have degraded in political ideology, ethics and lifestyle, "self-evolution", "self-transformation", violating what Party members are not allowed to do and the responsibility to set an example, violating the principles and regulations of the Party, the laws of the State, corruption, waste, negativity, group interests and pressing cases in society; cases and cases under the supervision and direction of the Central Steering Committee and the Provincial Steering Committee on preventing and combating corruption, waste and negativity.

Effectively implement inspection and supervision work to resolve "hot" issues of public concern such as: land management, resources, financial management, public assets, key national construction projects, etc.

The Standing Secretariat proposed to strengthen inspection and supervision, promptly detect, prevent, and warn of violations and shortcomings in the implementation of the Party's major policies and decisions on national development in recent times, especially the policy of reorganizing the apparatus and implementing decentralization and delegation of power in conjunction with the implementation of the 2-level local government model. Focus on performing well the inspection and supervision of the organization and implementation of Party Congresses at all levels towards the 14th National Congress of the Party.

The focus is on closely assessing personnel work, ensuring that no cadres who violate moral qualities and lifestyles, or show signs of "self-evolution" or "self-transformation" enter the Party Committee. Thoroughly overcome the situation of cadres who are just appointed and elected to positions and then immediately disciplined - the Standing Secretariat emphasized.

The Standing Secretariat also proposed to continue building a streamlined, effective and efficient Inspection Committee at all levels; perfecting the organizational model of the Party Inspection sector. Continuing to effectively implement the coordination regulations between the Inspection Committee and inspection, audit, internal affairs, investigation, prosecution and trial agencies. Promoting digital transformation and applying information technology to further improve the quality, effectiveness and efficiency of inspection, supervision and discipline work of the Party.

Also at the Conference, Chairman of the Central Inspection Committee Nguyen Duy Ngoc emphasized: For the first time, the Party inspection system has been organized at 3 levels in a synchronous and professional manner with nearly 16,000 cadres, 3 times more than before. Regarding the organization of the apparatus, the Central Inspection Committee has divided commune-level cadres into groups of 3 to 7 people, suitable for the characteristics of the locality and population. The merged localities follow the guidance of Directive 45-CT/TW on organizing party congresses at all levels, ensuring strictness and efficiency.

Regarding the key tasks, the Chairman of the Central Inspection Commission requested the entire industry to step up regular supervision, leaving no gaps or “missing work”. Inspection work should not only focus on party organizations and party members but should be expanded to key areas such as socio-economic development, digital transformation, organizational restructuring according to Resolution 18-NQ/TW, implementing two-level local government from July 1, 2025, and supervising 28 groups of tasks assigned by the Politburo to all levels of government.

The Head of the Central Inspection Commission emphasized: We must become digital people, not only applying technology but also mastering the system, ensuring absolute data security. The roadmap for building a digital platform for the inspection industry has been clearly designed, with specific implementation steps, requiring cadres to strictly implement, not to be negligent, and not to leak information.

Chairman of the Central Inspection Commission Nguyen Duy Ngoc requested that Party committees at all levels, local Inspection Commissions and Central Party agencies closely coordinate, share awareness, solutions and political determination to successfully complete tasks in the last 6 months of the year and the coming period, in accordance with the direction of the General Secretary and the Standing Secretariat.
