
Capital disbursement of all 3 programs is low.
Reporting at the meeting, Vice Chairman of the Provincial People's Committee Tran Anh Tuan said that the total medium-term capital for the 2021-2025 period to implement national target programs on new rural construction, sustainable poverty reduction, and socio -economic development in ethnic minority and mountainous areas in Quang Nam is 6,748.3 billion VND. Of which, the central budget is 4,820.1 billion VND and the provincial budget is 1,925.9 billion VND.
To date, 6,005 billion VND has been allocated (including 4,287.6 billion VND from the central budget and 1,717.4 billion VND from the provincial budget). Of which, the new rural construction program is 2,058.5 billion VND; the socio-economic development program for ethnic minority and mountainous areas is 1,965 billion VND; and the sustainable poverty reduction program is 1,981.6 billion VND.

According to Vice Chairman of the Provincial People's Committee Tran Anh Tuan, the total capital sources to support the implementation of the 3 national target programs in 2023 (including the extended capital in 2022) is 3,290.5 billion VND, of which the central budget is 2,489 billion VND and the provincial budget is 801.5 billion VND.
As of January 31, 2024, Quang Nam has disbursed VND 1,905.6 billion out of a total of VND 3,290.5 billion planned capital to implement 3 programs in 2023, reaching a rate of 58%. Of which, disbursed investment capital is VND 1,322.7 billion (reaching a rate of 67%) and disbursed career capital is VND 582.9 billion (reaching a rate of 44%).
Mr. Tran Anh Tuan added that the total capital sources to support the implementation of 3 programs in Quang Nam in 2024 (including the extended plans for 2022 and 2023) is 3,589.4 billion VND, of which the central budget is 2,624.9 billion VND and the provincial budget is 964.5 billion VND.

As of April 10, 2024, the whole province has disbursed 161.7 billion VND out of the total 3,589.4 billion VND capital plan for 2024, reaching a rate of 5%, including: disbursed investment capital 148.3/1,967.6 billion VND (reaching a rate of 8%); disbursed career capital 13.4/1,621.7 billion VND (reaching a rate of 1%).
Many difficulties
Vice Chairman of the Provincial People's Committee Tran Anh Tuan said that the capital allocation for the 3 programs has been slow compared to the requirements. It was not until mid-2022 that the central government allocated the capital plan for 2022 and combined with the capital plan for 2023, so the pressure to resolve capital allocation procedures, capital allocation and investment procedures, and capital disbursement for localities is very large. Specifically, the total investment capital plan for the 2 years 2022 - 2023 is 2,295 billion VND with about 1,684 public investment works and projects; not to mention the contents, tasks and projects under the career source.

Notably, the central budget resources have decreased but the central target has not been adjusted down. Most of the communes that have not met the NTM standards for the 2014 - 2025 period are mountainous communes and extremely disadvantaged communes; the average income per capita is about 30 million VND/year, to meet the NTM standards, it must reach 48 million VND/person/year, so it is very difficult (each year it must increase by an average of 9 million VND/person); the poverty rate is still high, on average each commune is about 40%, if meeting the NTM standards, the poverty rate must be 13% (each year it must decrease by an average of 13.5%).
The issue of concern is that highland communes in extremely difficult areas, when reaching the NTM standards, will lose all social security benefits (such as health insurance, rice support for students and benefits for officials, civil servants, employees, students, etc.) from region III to region I. Meanwhile, the general conditions are still difficult, and achieving the NTM standards is only at the minimum level according to regulations.
Many opinions say that the capital source to support the construction of new rural areas in the 2021-2025 period has decreased by nearly 30% compared to the 2016-2020 period, so it has not ensured the implementation of the goals, especially the goals of advanced and model new rural areas. For mountainous districts, integrating capital sources from the sustainable poverty reduction program and the socio-economic development program for ethnic minorities and mountainous areas still has many difficulties because each program has its own goals, objects, and contents.

Up to now, most localities have not allocated or allocated very low counterpart funds for the 3 programs under their jurisdiction. The reason is partly because localities focus on allocating and disbursing the capital sources allocated by the central government and the province, and allocating additional counterpart funds from local budgets will not be fully disbursed and will put more pressure on the localities.
The high price of construction materials due to the scarcity of sand supply and some reasons of fuel price increase... greatly affects the construction implementation process in localities, leading to slow progress and disbursement. The real estate market has slowed down, so exploiting land funds to respond and handle outstanding debts is still difficult...
Provincial Party Secretary Luong Nguyen Minh Triet highly appreciated the efforts of all levels and sectors in implementing the three national target programs in recent years. At the same time, he said that the participation of some sectors has not been really drastic; the disbursement rate of capital for the programs is low; the situation of re-poverty and the emergence of new poor households in localities, especially in mountainous areas, is still common; many communes do not maintain the achievement of NTM standards according to the criteria set for the period 2021 - 2025...

Provincial Party Secretary Luong Nguyen Minh Triet emphasized that the implementation of national target programs is extremely important to Quang Nam. Therefore, in the coming time, sectors and localities must focus on overcoming difficulties and resolutely and effectively implementing programs. Leaders must take full responsibility for the implementation of programs in the area, especially for low-achievement criteria and targets; must promote the spirit of initiative, creativity, and flexibility in management, and not wait.
Carefully study documents and texts from superiors to effectively implement tasks and avoid confusion. Be proactive in assigning and coordinating human resources under your authority to implement appropriate and effective programs.
Strengthen propaganda work and promote the role of village elders and village chiefs so that people actively respond and participate in implementing the programs. Strengthen training and guidance on contents related to the 3 programs.
Regularly organize meetings and check the progress of completed and unfinished tasks to promptly grasp and resolve difficulties and problems that arise, especially issues related to people's livelihood such as residential land, production land, domestic water, etc. In particular, focus on accelerating the disbursement of capital for national target programs.
