Conclusion of the Secretariat on preparing the ceremony to announce resolutions and decisions on administrative unit mergers

BBK- On June 24, comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat, on behalf of the Secretariat, signed and issued a conclusion on reviewing the preparation for the ceremony to announce resolutions and decisions of the Central and local governments on merging administrative units, establishing party organizations, appointing Party committees, People's Councils, etc.

At the meeting on June 24, 2025, after listening to the report of the Central Party Office on reviewing the preparation for the ceremony to announce the resolutions and decisions of the Central and local governments on merging administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, Fatherland Fronts of provinces, cities, communes, wards, and special zones, and the discussion opinions of the comrades attending the meeting, the Secretariat concluded as follows:

Party committees and organizations at the central and local levels have actively and urgently implemented the conclusions of the Politburo and the Secretariat on streamlining the apparatus and administrative units; basic tasks have been ensured to be on schedule as required. However, the workload ahead is still very large. To ensure that the two-level local government operates effectively, smoothly, and without interruption from July 1, 2025, the Secretariat requests:

1. Party committees and organizations from the central to local levels continue to focus on leading, directing, and reviewing the work (according to the conclusions of the Politburo, the Secretariat and assigned functions and tasks) to accelerate the implementation progress. No later than June 25, 2025, the assigned agencies must: (1) Complete the establishment of party organizations, designate party committees, inspection committees, people's councils, people's committees, and Fatherland Fronts of provinces, cities, communes, wards, and special zones in accordance with the spirit of the Politburo's conclusions. (2) Complete the issuance of documents, circulars, and instructions of ministries and branches in assigned fields and send them to the commune level for implementation (the Central Internal Affairs Commission presides over and coordinates with the Ministry of Home Affairs and the Ministry of Justice to review and compile specific and detailed statistics on the number of circulars and administrative procedures).

2. The Standing Office of the Steering Committee of Resolution No. 57-NQ/TW monitors, urges, and guides ministries, branches, and localities to focus on implementing Plan No. 02-KH/BCĐTW, dated June 19, 2025 of the Steering Committee, especially the key and urgent tasks until July 1, 2025, to ensure the implementation of online public services for people and businesses as required. Directs relevant agencies to be on duty and ready to handle technical incidents arising during the implementation process.

3. Provincial and municipal Party Committees must urgently complete the trial operation of Party, State, Fatherland Front and socio-political organizations at the commune level; organize assessments and have experience-drawing reports on the trial operation no later than June 27; review the arrangement of headquarters, equipment, working facilities and necessary conditions, ensuring smooth operations when officially put into operation. Cadres, civil servants, public employees and workers must focus on their work, maintain their image and demeanor, and uphold their spirit and responsibility in serving the people.

For commune-level places lacking specialized staff, the provincial level must promptly and adequately arrange and increase support and assistance staff to ensure smooth work. Review and adjust the plan to organize the announcement ceremony on June 30, 2025 in a synchronous and unified manner in accordance with the Central's instructions; combine with the organization of welcoming activities to create a joyful and exciting atmosphere among cadres, party members and people, ensuring practicality, effectiveness, compliance with Party regulations and State laws, avoiding ostentation, formality, and expense that cause bad public opinion (depending on the conditions of each locality, fireworks displays are allowed to be organized to celebrate on an appropriate scale and form and not using the State budget).

Limit the organization of summaries, meetings, and farewells; strictly prohibit the organization of parties, congratulations on taking office, promotions related to the arrangement and consolidation of administrative units. Completely resolve outstanding work before June 30, do not leave unfinished work, unclear authority, and responsibility for handling by authorities at all levels when the activities end; work in progress must have a plan for transferring tasks to continue to ensure that no work is missed or forgotten; effectively manage and use public assets, housing facilities, and land, and avoid loss or waste.

4. The Ministry of Public Security directs the strengthening of security and order assurance for the events of June 30 and July 1, effectively combating plots and activities that incite, sabotage, and distort the policies of the Party and State; and preventing complaints and gatherings of large numbers of people that disrupt security and order.

5. Assign the Central Party Office to guide Party committees and organizations at all levels to synchronously organize nationwide the ceremony to announce resolutions and decisions of the Central and local levels on June 30, 2025 to officially operate from July 1, 2025.

6. Agencies, units and localities strengthen information work; focus on doing well political and ideological work. Assign the Central Propaganda and Mass Mobilization Commission to focus on directing the dissemination of the results of the implementation of resolutions and conclusions of the Central Committee, the Politburo and the Secretariat on the reorganization of the apparatus and administrative units; in which, focus on disseminating the spirit of working resolutely and urgently completing the necessary conditions to be ready for the operation of the two-level local government model./.
