Plan to improve the quality of online public service provision throughout the process

The Government has issued a plan to improve the quality of online public services, aiming to achieve at least 95% satisfaction from people and businesses by 2026.

Deputy Prime Minister Nguyen Chi Dung signed Decision No. 1565/QD-TTg promulgating the Plan to improve the quality of providing online public services throughout the process; providing new personalized, data-based digital services to people and businesses (Plan).

By 2026, the satisfaction rate when using online public services will reach at least 95%.

According to the Plan, the specific goal for 2025 is to deploy the provision of online public services on the National Public Service Portal for all administrative procedures eligible for provision of online public services in full and in part, in a unified and synchronous manner nationwide, gradually replacing individual online public services at the provincial level according to Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation on promoting interconnected, synchronous, fast and effective digital transformation, meeting the requirements of restructuring the apparatus of the political system.

In terms of quantity, maintain and provide effectively and substantially 25 integrated online public services on the National Public Service Portal to serve people and businesses; provide 982 online public services with an average number of records of each public service generating at least 1,000 records/year/province and meet the requirements of providing 100% electronic results and reusing information and data (this indicator does not apply to low-frequency administrative procedures, compliance subjects and those in specific fields).

Providing full-process online public services for 82 groups of administrative procedures according to Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister approving the Project on developing applications of data on population, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030;

Decision No. 422/QD-TTg dated April 4, 2022 of the Prime Minister approving the List of integrated online public services provided on the National Public Service Portal in 2022;

Decision No. 206/QD-TTg dated February 28, 2024 of the Prime Minister approving the List of priority groups of interconnected online public services to be restructured, integrated, and provided on the National Public Service Portal in 2024 and priority administrative procedures.

Complete the restructuring of 100% of administrative procedures, develop and provide online public services under the jurisdiction of provincial and communal levels according to a centralized model, integrated on the National Public Service Portal to ensure consistency, synchronization, ease of implementation, helping to save time and costs for people and businesses.

In terms of quality, online public services are evaluated on the quality of user experience and meet at least 4 main criteria groups including:

There are interactive electronic forms and automatically fill in data when available in national databases, ministerial databases, and local databases into electronic forms.

The average time from logging in until people and businesses successfully submit online applications for online public services is less than 8 minutes.

The average time from when civil servants and public employees receive and process documents until returning results to people and businesses in the case of online submission is reduced by at least 20% compared to direct submission.

The rate of people and businesses satisfied with using online public services reaches at least 90%.

By 2026, continue to maintain the provision of online public services on the National Public Service Portal for all administrative procedures eligible for provision of online public services in full or in part, in a unified and synchronous manner nationwide according to Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of organizing the apparatus of the political system to ensure the quality of user experience and achieve at least 4 main criteria groups including:

Perfecting institutions and mechanisms to deploy full-scale online public services

To achieve the above goals, one of the key tasks and solutions set out in the Plan is to review and perfect institutions and mechanisms to deploy online public services throughout the process.

In particular, ministries and branches will preside over and coordinate with the Ministry of Justice and the Government Office to review and amend specialized legal documents to fully recognize the legal value of records and results of handling electronic administrative procedures in the direction of one document amending many documents to ensure the implementation of online public services. Completion date: September 2025.

Ministries, branches and localities shall review, promulgate and organize the implementation of plans to provide public career services and online public services within their management scope to serve people and businesses in accordance with the provisions of Decree No. 137/2024/ND-CP dated October 23, 2024 of the Government regulating electronic transactions of state agencies and information systems serving electronic transactions. Completion time is December 2025.

Ministries, branches and localities review and adjust internal processes to meet the provisions of the Law on Electronic Transactions; use electronic documents integrated on electronic identification accounts to replace paper documents, and reduce document components when data has been digitized in performing administrative procedures. Completion date: September 2025.

The Ministry of Public Security shall preside over and coordinate with the Ministry of Science and Technology and relevant agencies and units to review, research, develop and submit to competent authorities to issue regulations on mandatory connection and data sharing between agencies in the political system.

The regulation clearly defines the list of data to be shared, technical standards for connection and responsibilities of each agency. Completion date: August 2025.

Preside over the development and submit to the Government for promulgation a decree stipulating the responsibilities of the Ministry of Public Security and ministries and branches in building a shared database and mobilizing resources to serve the digital transformation of the entire political system and serve the provision of online public services by state agencies.

Completion date August 2025.

Complete the provision of online public services under the authority of the commune level before August 15.

Ministries, branches and localities accelerate the digitization of records and results of administrative procedure settlement in the process of receiving and settling administrative procedures, linking digitization with the performance of tasks of officials and civil servants in the process of settling administrative procedures to ensure compliance with the progress in the issued Digitization Plan, ensuring that 100% of new records and results are digitized immediately upon receipt, processing and settlement, and completing the goal of digitizing 100% of results of settlement of administrative procedures that are still valid according to regulations. Completion time December 2025.

Ministries and ministerial-level agencies shall preside over and coordinate with the Ministry of Public Security, the Ministry of Finance, the Ministry of Science and Technology, the Government Office and localities, based on the results of restructuring administrative procedures, to develop and provide online public services under the jurisdiction of provincial and communal levels according to a centralized and integrated model on the National Public Service Portal, ensuring consistency, synchronization, and ease of implementation, helping to save time and costs for people and businesses.

Complete the provision of online public services under the authority of the commune level before August 15, 2025; of the provincial level in 2025./.
