Prime Minister: Must achieve economic growth target of 8.3-8.5% this year

To achieve the growth target, the Prime Minister requested to renew traditional growth drivers and promote new growth drivers to ensure synchronous and comprehensive development of all sectors.

On September 6, Prime Minister Pham Minh Chinh chaired the regular August Government meeting to discuss and assess the socio -economic situation in August and the first 8 months of 2025; the disbursement of public investment capital, ensuring social security, national defense and security...; and propose tasks and solutions for September and the last months of 2025.

Attending the meeting were members of the Politburo , members of the Party Central Committee; Deputy Prime Minister; Deputy Secretary of the Government Party Committee; members of the Government; leaders of ministries, ministerial-level agencies, agencies under the Government; representatives of departments, branches and central agencies.

Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh emphasized that looking back at August as well as the past time, the world situation continued to develop complicatedly: military conflicts, political instability, and increasing polarization; there were also alliances of forces; trade conflicts continued to be tense, especially after the United States imposed reciprocal tariffs; gold prices, real estate, and the world financial market fluctuated strongly... These all affected the domestic situation.

In that context, domestically, people across the country are joyfully and excitedly celebrating the 80th anniversary of the August Revolution and National Day September 2.

A series of large, solemn and meaningful programs and events, along with the Exhibition "80 years of the journey of Independence - Freedom - Happiness" and the parade, march and patriotic activities, were successfully organized, arousing and strongly spreading the spirit of patriotism, solidarity and national pride.

The Prime Minister assessed that the domestic socio-economic situation in August was better than July, the following quarter was better than the previous quarter, and the first 8 months of 2025 was better than the same period in 2024; cultural and social fields were focused on, cared for, and promoted.

In particular, ministries, branches and localities have done a good job in social security, basically not letting anyone lack food, clothing or school; taking good care of the new school year, supporting lunch and reducing tuition fees for students.

The Prime Minister requested a clear analysis of the situation of rising inflation, exchange rates, and interest rates; domestic consumption, exports, and public investment tending to slow down; the two-tier local government model still faces difficulties in digital transformation, data connection, and difficulties for lower-level officials; natural disasters have severely affected people's lives; and the recent sharp increase in gold prices is very noticeable.

The Prime Minister said he has directed relevant agencies to take action to prevent manipulation of the gold market.

The State Bank Inspectorate must also actively intervene. If necessary, the Government Inspectorate must intervene to examine the phenomenon of hoarding, price gouging, and market manipulation.

Requesting the Ministry of Construction to focus on and pay attention to the real estate sector, the Prime Minister also pointed out that for securities, if the cash flow goes into the production and business sectors, it is very good, but it is necessary to re-evaluate to see if there are any phenomena of price inflation or manipulation of the stock market.

The Prime Minister requested that Ministers and heads of sectors pay attention to emerging issues and strong fluctuations in the monitoring field. Deputy Prime Ministers in charge must also get involved; promote a higher sense of responsibility, grasp the situation more thoroughly and firmly, analyze carefully, propose appropriate tasks and solutions, and respond to policies promptly, flexibly and effectively.

The Prime Minister stated that we must achieve the growth target of 8.3-8.5% this year. It is difficult but we must do it. We have the advantage that our people always have a spirit of patriotism, trust in the Party and the State, and are creative; therefore, we need to spread this spirit.

The Prime Minister suggested that it is necessary to re-evaluate whether the direction and management work has been consistent; what are the outstanding features of the socio-economic situation in August and the first 8 months? What are the difficulties and problems? What are the objective and subjective causes? Who should resolve them? In particular, what lessons can be drawn from the direction and management? What are the issues of real estate and social housing?

Regarding the tasks in the coming time, especially achieving the growth target, the Prime Minister requested to renew traditional growth drivers and promote new growth drivers to ensure synchronous and comprehensive development in all fields.

Ministries, sectors, localities and enterprises must grow for the whole country to grow. Ministries and sectors must review and reduce administrative procedures, especially strive to reduce 30% of the time, quantity and cost of implementing administrative procedures; must strengthen the handling of backlog projects because this is also a solution to increase resources for development.

The Prime Minister stated that after the exhibition on the 80th anniversary of the Journey of Independence - Freedom - Happiness to celebrate the success of the August Revolution and National Day on September 2, it is necessary to continue organizing an autumn fair to introduce and link production and business; urgently prepare to organize a new year fair from January 1 to Lunar New Year 2026 to increase the exchange of goods and promote domestic consumption.

In particular, the Prime Minister requested that Government members highlight lessons learned and solutions, especially solutions to improve social security, education and health care; respond to external shocks related to climate change and natural disasters; and immediately and strictly handle negative phenomena such as market manipulation, hoarding, price gouging, counterfeit goods, etc.
