With innovative and creative thinking and a sustainable development strategy, Quang Ninh has been investing heavily in infrastructure and tourism quality in the overall development of the country, meeting the increasing demands of domestic and international tourists. In particular, the Provincial People's Committee recently issued Decision No. 1169/QD-UBND approving the Project on Developing Quang Ninh into a tourism center connecting the region and the world by 2030, with a vision to 2045. This is a strategic step to affirm Quang Ninh's position as one of the leading tourism centers in the country, playing the role of a gateway for cooperation and connecting tourism in the Red River Delta and internationally, towards green growth and a circular economy.
The project sets out clear directions for building Quang Ninh into a diverse and world-class destination. Accordingly, the province will become a new center for organizing music, film, cultural exchange, and international festivals. At the same time, it will strongly develop into a center for conferences, fairs, exhibitions, and MICE (meetings, incentives, conferences, and exhibitions). The province will also be positioned as the most charming and romantic honeymoon destination in the ocean, along with developing a world-class health care resort destination. In particular, Quang Ninh will be the leading center of spirituality and Buddhism in Vietnam and the world with the Yen Tu relic site.
To realize these goals, Quang Ninh focuses on organizing tourism development space and modern, synchronous tourism infrastructure, promoting intra-provincial, regional, national and international connections, aiming to increase the number of international visitors to Quang Ninh.
Quang Ninh's tourism development strategy is also closely linked to ensuring national defense and security, proactively building a people's security posture, strengthening crime prevention and social evils, maintaining national security and social order and safety in the area and border areas. Building a peaceful and friendly cooperative environment is a key factor for the sustainable development of Quang Ninh's tourism industry.

The province continues to preserve and promote the unique values of the Yen Tu National Special Relic Site, towards recognition as a World Heritage Site.
Quang Ninh also sets many goals, striving to welcome 20 million visitors in 2025, including 4.5 million international visitors, and over 8 million overnight visitors, with total tourism revenue expected to reach 55,000 billion VND, an increase of 18% compared to 2024. By 2030, Quang Ninh tourism will truly become a spearhead and sustainable economic sector, affirming its role as a tourism center connecting the region and the world, a leading tourism focus of the country. The province strives to welcome over 26 million tourists, including 9 million international visitors, and about 13 million overnight visitors, with total tourism revenue reaching VND 158,000 billion, 3.4 times higher than in 2024. By 2045, Quang Ninh aims to become one of the globally connected tourism centers, a leading destination in the world, based on the brand positioning of Ha Long Bay - Bai Tu Long Bay as a landscape paradise. The development will harmonize the economic - social - environmental ecosystems, with the quality of life of the people and the environment meeting international standards.

Leverage trade, logistics and border economy
With its strategic location as an important trade gateway between Vietnam, China and ASEAN countries, Quang Ninh also pays special attention to developing services related to trade, logistics and border gate economy.
The province has implemented many solutions to promote border trade, creating maximum favorable conditions for import and export activities. Regularly updating regulations and widely disseminating Free Trade Agreements (FTAs) have helped businesses effectively take advantage of tariff incentives, thereby expanding export markets. Typically, the border city of Mong Cai has received investment of thousands of billions of VND to improve and enhance the quality of economic and technical infrastructure, ensuring the process of international economic integration and connection between ASEAN countries and China in general, and between Quang Ninh (Vietnam) and Guangxi (China) in particular. Eight years ago, Bac Luan II Bridge was inaugurated and put into use, contributing to reducing traffic volume through Bac Luan I Bridge, promoting trade and tourism cooperation between Quang Ninh and Guangxi, gradually perfecting the foreign transport system, creating development momentum for Mong Cai Border Gate Economic Zone. Recently, the Ha Long - Van Don - Mong Cai expressway was completed, creating a new impetus for the province on the path of international economic integration and development linkage between provinces and cities in the Red River Delta and China. With many efforts, in the first half of 2025 alone, the export turnover of Quang Ninh enterprises reached about 1.95 billion USD, an increase of 15.2% over the same period, exceeding the growth scenario of 1.4%. Import turnover is estimated at 2.195 billion USD, an increase of 15.8% over the same period.
Synchronous and modern transport infrastructure, including Van Don International Airport, key highways and a deep-water seaport system, is a solid foundation for Quang Ninh to strongly develop logistics services, turning the province into an important freight transit center in the region. According to Mr. Nguyen Duy Minh, Vice President of the Vietnam Logistics Services Association (VLA), with outstanding advantages and potentials, along with the strong determination of the province and the outstanding efforts of the business community and people, Quang Ninh has all the necessary factors to become one of the important logistics hubs, a multimodal freight distribution and transit center connecting the key economic region of the North with the whole country, the region and the world. At the same time, financial, banking and information and communication services are also focused on synchronous development, contributing to the completion of the comprehensive service ecosystem, meeting the increasing needs of businesses and people.
To enhance the competitiveness of service industries, Quang Ninh is constantly striving to improve the investment and business environment, promoting administrative reforms towards transparency and efficiency.
