(Chinhphu.vn) - The Ministry of Home Affairs said that 41,031 people who quit their jobs during the implementation of the organizational restructuring of the political system have received support money according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP amending and supplementing a number of articles of Decree No. 178.

"The Ministry of Home Affairs and the Home Affairs sector are the focal point of the revolution with the core role of advising, proposing and directly shouldering the unprecedented historical mission of "running and lining up at the same time". From there, it requires advising and implementing promptly, cautiously, thoroughly, scientifically , multi-dimensionally, methodically, synchronously but consistently and comprehensively", said Minister Pham Thi Thanh Tra.

Under the close, scientific and specific leadership of the Politburo , the Central Executive Committee, the Government, the political determination, synchronization and drasticness of the entire political system and the consensus of the people, the Ministry and the Home Affairs sector nationwide have advised and achieved many outstanding results, creating a strong mark, contributing significantly to the initial success of the great revolution in organizational apparatus since the founding of the country until now.

In particular, the Ministry has completed a large amount of advisory work. Politburo, Central Executive Committee on owner policies and guidelines; on institutions and policies as the legal basis for implementation (5 Laws: Law on Government Organization; Law on Local Government Organization, Law on Cadres and Civil Servants; Law on Employment); 45 Resolutions of the National Assembly and the National Assembly Standing Committee; 23 Decrees and more than 100 Resolutions, Decisions, and Official Dispatches of the Government). Legal documents have demonstrated a strong and synchronous mindset of innovation and creation. and reasonable.

The Ministry has advised on the implementation of the reorganization of the state administrative system from the central to local levels, focusing on reducing the number of focal points of ministries, ministerial-level agencies, government agencies and specialized agencies under local People's Committees at all levels in accordance with the policy of the Politburo and the Central Executive Committee, streamlining. large number of government agencies central and local water (as reported) and put into synchronous operation from March 1, 2025.

Reporting at the Conference, Deputy Minister of Home Affairs Truong Hai Long said that in the first 6 months of the year, the work of building and perfecting institutions has had many positive changes, innovations contributing to perfecting the system of legal documents, establishing a solid legal basis for implementing innovation in the organization and operation of the Government and local governments at 2 levels; building a state administration that serves the people, is professional, modern, effective and efficient.

The Ministry of Home Affairs has focused on appraising and thoroughly completing each project to submit to the Government for approval and submission to the National Assembly and the National Assembly Standing Committee for 01 Resolution of the National Assembly on the arrangement of provincial-level administrative units, 34 Resolutions of the National Assembly Standing Committee on the arrangement of commune-level administrative units at the 9th Session of the 15th National Assembly to establish 34 provinces (6 cities, 28 provinces) and have 3,321 commune-level administrative units (2,621 communes, 687 wards and 13 special zones), reducing 6,714 commune-level administrative units (achieving a reduction rate of 66.91%).

Advised the Government Steering Committee to issue many documents and guidelines to ensure the stable and effective operation of the two-level local government, especially advised on the development of the Commune-level Local Government Handbook (paper and electronic versions)...

In the work of organizing the apparatus and staffing, the Ministry has urged ministries and branches to focus on advising the Government to issue 29 Decrees on decentralization, delegation, and assignment of authority. The ministries and branches have issued 64 Circulars to continue decentralization, delegation of authority, and guidance on contents under the authority of state management on the organization of 2-level local governments.

The Department of Home Affairs of provinces and cities has actively advised the Provincial People's Committee to implement the arrangement of the internal apparatus to be streamlined and operate effectively and efficiently. Accordingly, implementing Decree No. 150/2025/ND-CP, localities have reduced 713 specialized agencies under the Provincial People's Committee; reduced 100% of specialized agencies under the District People's Committee and established departments under the Commune People's Committee according to regulations.

Implementing the policy of streamlining the organizational apparatus in conjunction with streamlining the payroll, restructuring, and improving the quality of the contingent of cadres, civil servants, and public employees, the Ministry of Home Affairs has advised the Government to issue Decree No. 178/2024/ND-CP dated December 31, 2024 and Decree No. 67/2025/ND-CP dated March 15, 2025 on policies and regimes for cadres, civil servants, public employees, workers, and armed forces in implementing the organizational arrangement of the political system.

The settlement of regimes and policies for cadres, civil servants and public employees is of interest to ministries, central agencies and localities, grasping the situation, thoughts and aspirations to resolve according to regulations.

Up to now, the total number of people who have decided to quit their jobs is 85,447 people; the number of people who have quit their jobs is 77,278 people (retired and resigned); the number of people who are submitting to competent authorities for approval of funding and the number of people whose funding has been approved by competent authorities is 74,248 people, of which 20,417 people are submitting to competent authorities for approval of funding; 53,831 people have had funding approved by competent authorities (of which, the number of people who have received money is 41,031 people, accounting for 76.22%).

Regarding the management of staff after the reorganization, based on reports from ministries, branches and agencies, the Ministry of Home Affairs is reviewing and synthesizing to report to the Prime Minister on the transfer of staff between ministries and branches after the reorganization and between the Ministry of Industry and Trade and localities when transferring the market management force to local management.

In addition, the Ministry of Home Affairs will continue to review and coordinate with relevant agencies to propose staff transfers between sectors (central - local; ministries, branches - Party agencies) according to the plan to arrange and streamline the organization of the political system.

Regarding the management of cadres, civil servants and public employees, the Ministry of Home Affairs focuses on reviewing and proposing to the Government and the Prime Minister to continue to strongly innovate the civil service and public employee regime in order to improve the quality of the cadres, civil servants and public employees to meet the requirements of modern, effective and efficient national governance with specific solutions. In particular, it has advised the National Assembly to pass the Law on Cadres and Civil Servants in 2025. At the same time, it has submitted to the Government 04 Decrees guiding the implementation of the Law. Currently, the Ministry of Home Affairs is focusing on building and completing the draft Law on Civil Servants (amended).
