On April 23, the Vietnam Cooperative Alliance in collaboration with the State Bank of Vietnam organized a National Online Workshop on solutions to remove obstacles in accessing credit capital for the collective economic sector. Comrade Cao Xuan Thu Van - President of the Vietnam Cooperative Alliance chaired the conference. Attending at the Phu Tho bridge were leaders of the provincial Cooperative Alliance and related units.

Overview of the workshop

  • According to preliminary statistics, by the end of 2023, the country had 30,698 cooperatives, 137 cooperative unions and 71,500 cooperative groups. Of the total number of cooperatives nationwide, there were 20,500 agricultural cooperatives, accounting for 66.7% and nearly 10,200 non-agricultural cooperatives, accounting for 33.3%. The number of newly established cooperatives in 2023 was 2,986, an increase of 291 cooperatives, an increase of 10.8% compared to 2022, an average of 250 newly established cooperatives/month.
In recent times, the Party and the State have had many mechanisms and policies to support collective economy and cooperatives. However, the State's support and incentive policies still have some shortcomings and limitations, and have not been as effective as expected, specifically: The policies mainly focus on supporting and giving incentives to cooperatives and cooperative unions in the agricultural sector, only a few non-agricultural cooperatives benefit from the State's support and incentive policies; the number of cooperatives accessing State policies, especially credit support policies and land allocation and leasing policies, is very small; the State budget is not balanced, its own resources are not allocated, support funding is integrated into many programs, resources are limited, far below requirements...

After listening to the opinions and contributions at the conference, Comrade Cao Xuan Thu Van - Chairman of the Vietnam Cooperative Alliance acknowledged and commended the localities for their efforts in developing the collective economy effectively in the past time. At the same time, he proposed: In the coming time, ministries and branches should soon develop and issue detailed regulations and guidelines for the implementation of the 2023 Law on Cooperatives; ministries and branches, based on their assigned functions, tasks and powers, should coordinate and support localities and cooperatives to build and develop cooperatives in the spirit of solidarity, unanimity and production and business activities for the common goals of members and cooperatives.

Regarding the task of developing the collective economy, he requested: Localities continue to maintain and implement appropriate support policies that have been issued. If they are no longer appropriate, they must promptly amend and replace them; research and develop specific mechanisms in mobilizing and using the State budget to support cooperatives and ensure resources for policy implementation. Enhance the role of representative organizations, the core of which is the Vietnam Cooperative Alliance at all levels, especially in propagating and criticizing policies; act as a bridge to implement and increase access to policies; advise and support cooperatives, promote sustainable development of the collective economy. Along with that, the State Bank effectively implements groups of solutions for developing collective economy and cooperatives; continues to innovate, develop and improve the effectiveness of collective economy in the new period.
