To realize the goal, in recent years, the province has implemented policies and solutions to reduce poverty according to multidimensional poverty standards in a synchronous and timely manner. Accordingly, thousands of poor and near-poor households have access to preferential credit sources; people in poor households who need vocational training and job placement; are granted health insurance cards, supported with food and travel expenses when receiving inpatient treatment; are exempted or reduced from tuition fees, supported with study costs and receive free legal aid...
Determined to "eliminate poverty", on August 21, 2023, the Provincial Party Standing Committee issued Resolution No. 41-NQ/TU on strengthening the Party's leadership in poverty reduction in Hung Yen province for the period 2023 - 2025, with a vision to 2030 (Resolution No. 41-NQ/TU). The general goal set by the Resolution is to sustainably reduce multidimensional poverty, limit re-poverty and poverty generation; support the poor to overcome the minimum living standard, fully access basic social services such as: employment, health care,education , housing... Strive by 2025, the province's poverty rate will decrease to about 0.5% according to the multidimensional poverty standard.
Implementing Resolution No. 41-NQ/TU, the province has supplemented and improved many social assistance mechanisms and policies, prioritizing support for the poor, the disabled, and vulnerable groups. Many of the province's support policies are higher than the general regulations of the whole country, such as: Monthly social allowance policy for people from 75 years old to under 80 years old; policy to increase monthly social allowance for lonely elderly people in poor households, expand monthly social allowance beneficiaries to lonely elderly people in near-poor households... In particular, implementing the roadmap for universal health insurance, the province supports health insurance payments for people with disabilities, people from 60 years old to under 80 years old; people in agricultural and fishing households with average living standards in the province...
With practical and effective work, poverty reduction work in Hung Yen province has achieved remarkable results, contributing to improving people's living standards. By the end of 2024, the province's poverty rate will be 0.44%, while the plan is 0.71%, creating a solid foundation for the province's comprehensive and sustainable development.
On January 21, 2025, at the Conference on deploying Party building tasks in 2025, Provincial Party Secretary Nguyen Huu Nghia emphasized: In 2025, the Provincial Party Executive Committee will focus on directing synchronous and drastic solutions to achieve socio-economic development goals, including striving to have no more poor households; eliminating dilapidated houses for families with revolutionary contributions, poor households...
To achieve the set goals, all levels and sectors synchronously and effectively implement social security policies and improve social welfare; pay attention to the lives of policy families, people with meritorious services, poor households, and vulnerable groups; mobilize state budget resources and social resources, while encouraging and motivating families with housing difficulties to mobilize their own resources to eliminate temporary and dilapidated houses.
Determined to achieve the goal, from the beginning of the year, the Program to eliminate temporary and dilapidated houses has been unanimously implemented by sectors and localities. By June 15, 1,368 meritorious families, poor households, and near-poor households were supported to build new houses and repair with a total support amount of over 107.4 billion VND. Of which, the provincial budget supported over 69.1 billion VND, the district budget was over 14.2 billion VND, the rest was supported by the commune level, philanthropists... Many localities have creative ways to mobilize social resources to increase the level of support such as districts: Kim Dong, An Thi, Yen My...
Not only helping families with housing difficulties to "settle down", sectors and localities also actively support poor households, near-poor households and those with difficulties to have conditions for economic development, have jobs and sustainable income to escape poverty. In 2021, the Provincial Women's Union coordinated with the Provincial Military Command to support Ms. Bui Thi Lu, born in 1960, in Nguyen Hoa commune (Phu Cu) with a breeding cow. Up to now, the cow has given birth to a calf, helping Ms. Lu have additional income from this practical and meaningful source of livelihood. Ms. Bui Thi Lu expressed: I have chronic kidney disease, cannot do heavy work, and have difficult economic conditions. Thanks to support in knowledge and livelihood, I have had additional income to improve my life. I hope many other members will receive support to make life less difficult.
In 2025, the Provincial Women's Union awarded a livelihood model of raising Dong Tao hybrid chickens with 1,200 breeding chickens and a portion of animal feed worth over 51 million VND to help 30 poor women, women in difficult circumstances and women with disabilities in My Hao town; supported a livestock model with 2,100 breeding ducks and a portion of animal feed worth over 48 million VND to help 30 poor women and women in difficult circumstances in An Thi district. The Women's Unions of districts, towns, cities and bases awarded 17 livelihood models of livestock, orchards, bicycles... worth a total of 357 million VND to help 190 poor women and women in difficult circumstances. At the same time, the Women's Unions at all levels in the province maintain 21 cooperatives and 32 cooperative groups managed by women; The District Women's Union coordinated with businesses and craft villages to organize vocational training in industrial sewing and bamboo and rattan weaving, introducing jobs for 127 members, with income from 5 - 8 million VND/person/month...
Determined to act towards a prosperous and happy life for the people, every year, the whole province has thousands of farming households honored for their good production and business; the poverty rate is gradually decreasing. In 2021, the poverty rate is 2.55%, in 2024 the poverty rate is 0.44%. This is an important driving force for Hung Yen province to continue implementing the goal of "poverty eradication" in the new period.
