Speaking at the opening of the workshop, Mr. Y Thanh Ha Nie Kdam - Secretary of Lam Dong Provincial Party Committee emphasized: The Vietnam - Cuba Biomedical Technology Cooperation Workshop aims to concretize and implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

Recognizing the reality of Vietnam and the development trends of the world and the region, the Politburo issued Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science and technology development, innovation and national digital transformation. For the first time, science and technology were placed in the position of "top priority breakthrough" with ambitious goals and unprecedented drastic solutions. At the same time, the Politburo issued Resolution No. 59-NQ/TW on "International integration in the new situation"; Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution No. 68-NQ/TW on private economic development. The above four resolutions of the Politburo are the fundamental institutional pillars, creating strong momentum to move our country forward in the new era. This is also the first time in Vietnam's history that the private economy has been affirmed by our Party and State as the "most important driving force" of the national economy in the period of globalization and modernization of the country.
The Party's issuance of four resolutions; the State's issuance of detailed implementation plans and the direct leadership and direction of the highest leaders of the Party and State have created vast development opportunities for all green economic and technical sectors. The visit to Cuba by General Secretary To Lam in September 2024 and especially the Vietnam-Cuba Joint Statement, once again affirmed the strong commitment of both sides to continuously develop the traditional solidarity, special friendship and comprehensive cooperation between Vietnam and Cuba. The Joint Statement emphasized “assigning ministries, sectors and localities of the two countries to promote and deepen existing cooperation mechanisms and agreements, expand cooperation in potential areas, including investment in priority areas”, in which biotechnology, medical services, high technology, etc. are key areas.
The theme of today's workshop "Vietnam - Cuba Biomedical Technology Cooperation" is a very meaningful activity to realize the Joint Statement, in line with the development orientation, in line with the potential and strengths of Vietnam and Cuba. Advanced biomedical technology has been identified as one of 11 strategic technology groups of Vietnam. These are the areas that Vietnam has identified as needing to focus on prioritizing investment attraction, human resource development and infrastructure to contribute to solving the country's major problems, promoting rapid and sustainable development. Cuba has become a successful model of innovation in the field of advanced biomedical technology, successfully building a complete biotechnology ecosystem of international stature with the ability to be self-sufficient from research, development to production and commercialization. This is proof that we can achieve breakthroughs in high-tech development through focused investment with the right and systematic strategic orientation.

On the Vietnamese side, after merging with Dak Nong and Binh Thuan, Lam Dong became the province with the largest area in the country and fully converged strategic advantages: Temperate plateau, midland, coastal areas; forest resources, minerals, geology, marine resources; closely linked in a unified whole in terms of geographical space, cultural history and development aspirations. As stated by General Secretary To Lam at the working session on June 9, 2025: "History is giving the new Lam Dong province unprecedented potentials, resources and opportunities for development, we must grasp and have the right strategy to turn opportunities, resources and advantages into specific development results, improving people's lives".

Resolution 57 identifies breakthroughs in science, technology, innovation and digital transformation as key driving forces and an inevitable path to bring Vietnam to rapid and sustainable development and into a new era. Resolution 57 particularly emphasizes the development of key high-tech industries, including biotechnology and biomedicine.
Resolution 59 on proactively integrating deeply into the international community: strengthening extensive cooperation with a partner with strengths in the biomedical field like Cuba not only exploits the advantages of science and technology, but can also be a new model to help Cuba overcome difficulties caused by the consequences of the embargo.
Resolution No. 66 on institutions : the creation of unique and outstanding mechanisms and policies discussed at today's workshop, including the controlled testing mechanism (sandbox), is the creative application of Resolution 66 on comprehensive innovation in law-making and enforcement into practice. On the other hand, in the process of implementing the Projects, there will certainly be new realities that require adjustments to current regulations to create more favorable legal corridors suitable for the development of new models.

Resolution 68 on the strong development of the private economic sector: today's workshop was attended by many representatives of businesses from both countries, including some famous businesses such as: LabioFAM Group, which has successfully developed cancer treatment products; The Cuban Center for Genetic Engineering and Biotechnology has made great strides in gene technology and vaccine production, successfully developing unique vaccines, highly effective pandemic vaccines... The participation of the Green Economy Institute and domestic private businesses in this cooperation initiative also affirms the pioneering role of the private economic sector in accordance with the spirit of Resolution 68, which is also an important factor for the success of this initiative.
The workshop is an opportunity for us to thoroughly discuss the potential for cooperation between the two countries, the mechanisms and necessary conditions to establish and operate a Vietnam - Cuba Biomedical Technology Cooperation Center located in Lam Dong with the goal of becoming a model, built on the foundation of the "Strategic Quad"; operating under the mechanism of "The State creates, serves, and supports the private economy to develop rapidly and sustainably", operating on "Three pillars": Research and Development (R&D); Production - Commercialization, and research and piloting breakthrough policies.

To seize opportunities, promote unique potentials and competitive advantages, we still have a lot of work to do, and must do it with a correct and systematic strategic mindset, with determination and drastic efforts. Lam Dong province must take the lead, closely coordinate with ministries and agencies to proactively pilot breakthrough policies and specific mechanisms to create an attractive high-tech investment and cooperation environment. At the same time, Lam Dong province needs to urgently develop a master plan for socio-economic development in the new period, creating a unified, synchronous development entity with strong spillover effects, not only supporting the socio-economic development of the province in general but also supporting the formation and development of the biomedical technology ecosystem of the whole country in particular.

To maximize the potential and attract Cuban and Vietnamese enterprises to cooperate and invest in Lam Dong province, Lam Dong Provincial People's Committee commits to supporting the model of "Enterprises leading - Supportive policies", in which Cuban enterprises invest technology and expertise, domestic enterprises invest capital, Lam Dong authorities commit to creating a favorable investment environment with specific policies.

Specifically, regarding land and planning, Lam Dong will plan a separate area for biomedical technology development, support the reasonable exploitation of forest land for growing medicinal herbs according to standards and provide preferential land lease for biotechnology projects. Regarding administrative procedures, Lam Dong will gradually apply a one-stop mechanism for all investment procedures, shorten the licensing time and provide legal support in cooperation with Cuban partners. Regarding taxes and finance, Cuban and Vietnamese enterprises will enjoy preferential corporate income tax according to regulations on high technology, preferential import tax on research equipment and materials according to regulations, and support for long-term investment loan interest rates.

Lam Dong Provincial People's Committee also committed to strongly supporting human resource development through training programs in Cuba for Lam Dong technical staff, attracting Cuban experts to work in Lam Dong with special incentives and building training facilities specializing in biotechnology.
